The meeting was convened to review the progress of major projects scheduled for the first half of 2026 and to deliver tangible results that citizens can directly feel in their daily lives.

Mayor Lee Donghwan, referring to recent transportation issues such as the Seoul city bus strike, stated, "Administrative outcomes can be completely different depending on the timing of the response," and called for the swift implementation of emergency transportation measures and flexible administration. He particularly emphasized proactive measures such as utilizing disaster safety text alerts and intensifying village bus dispatches to minimize inconvenience for commuters.

He also tightened the reins regarding natural disasters during the winter season.

Mayor Lee requested, "Please ensure thorough snow removal management for key facilities such as roads, overpasses, and bridges, and focus administrative efforts on ensuring the safety of vulnerable groups, especially seniors living alone and basic livelihood security recipients."

He further mentioned the recent spate of safety accidents nationwide due to cold waves and strong winds, and instructed officials to strengthen the city's response to winter natural disasters.

Mayor Lee reiterated the need for meticulous management of snow removal and safety for major facilities such as roads, overpasses, and bridges, and asked for special attention to checking in on and protecting vulnerable groups, including seniors living alone and basic livelihood security recipients.

Having recently returned from attending CES 2026 in the United States and a business trip to Hakodate, Japan, Mayor Lee reaffirmed Goyang City's global competitiveness. He highlighted the achievements of the memorandum of understanding (MOU) signed with a global AI infrastructure company and instructed the administration to ensure thorough follow-up so that international cooperation leads not only to exchanges but also to tangible economic outcomes.

Regarding the relocation of LG HelloVision, an LG Group affiliate, to Samsong in Goyang, Mayor Lee said, "The relocation of a leading company in the media and communications sector is a meaningful achievement that will create jobs and revitalize the local economy." He requested the creation of an environment where businesses and the region can grow together, including institutional improvements such as expanding the range of industries eligible to move into knowledge industry centers.

After receiving reports on key projects from each department, Mayor Lee once again emphasized "speed." He said, "We have spent sufficient time considering the right direction, and now it is time to prove it with results," ordering that livelihood projects providing real help to citizens struggling with high prices and economic downturns be given top priority.

Mayor Lee concluded by stating, "True evaluation does not come from an official's report, but from the daily lives of citizens," and urged the administration to work so that this year will be marked by even more moments of change that make citizens feel, 'Things have truly changed.'
