Systematic Fulfillment of Promises Made to Residents
Hapcheon County, South Gyeongsang Province, announced on January 14 that, as of December last year, it had completed (or completed and is continuing) 46 out of a total of 86 pledges since the launch of the 8th popularly elected administration. In addition, 34 pledges are being implemented as planned, resulting in an implementation rate of 93%.
In particular, the pledge completion rate rose by 22.1% compared to last year, clearly demonstrating that the 8th administration's pledge projects have entered a phase of accelerated results. This is attributed to the completion of major projects that had been in the preparation stage, leading to visible policy achievements that are directly connected to residents’ daily lives.
Key completed pledge projects include the construction of a parking lot at Chogye-myeon Traditional Market, the development of Hwangmaesan as a four-season healing tourist destination, the establishment of the Daeyang National Sports Center, the creation of regional park golf courses, expanded support for childbirth and childcare, enhancement of sports infrastructure for daily life, and the establishment of a foundation for attracting 5 million tourists. These are core projects that residents can tangibly experience.
Currently, 31 pledge projects are progressing smoothly as planned, including mid- to long-term strategic projects such as station area development, expansion of the metropolitan transportation network, youth employment and housing policies, and the creation of regional hub cities. On the other hand, some projects require schedule adjustments due to the need for large-scale private investment, securing national funding, and consultations with central government agencies. Nevertheless, the county is actively responding to changing project conditions by reviewing alternative funding sources, supplementing project structures, and strengthening cooperation with relevant organizations to ensure continuous management.
Meanwhile, of the 75 directives issued by the 8th administration, 70 have been completed, resulting in a completion rate of 93.3%. The directives currently in progress are also being managed with a focus on resolving issues directly related to alleviating residents’ inconveniences.
County Governor Kim Yuncheol stated, "The more than 20 percentage point increase in the pledge completion rate compared to last year means that the 8th administration’s pledges have entered the stage of producing tangible results. Pledges are not just promises but responsibilities that must be fully realized, so I will continue to accelerate and enhance the quality of implementation for the remainder of my term to deliver outcomes that residents can truly feel."
He added, "Even for projects that require adjustments due to external circumstances, we will not give up but will develop realistic alternatives to further improve the completeness of pledge implementation."
