A Leading “Strategist” with Key Roles Across the Ministry of Justice and Prosecution
Former Director of the Prosecution Bureau and Director-General for Planning and Coordination
Extensive Experience in Investigating Finance, Advanced Technology, and Trade Secret Leaks
Kwon Sunjung, former Chief Prosecutor of the Suwon High Prosecutors’ Office (Judicial Research and Training Institute, 29th class), who was known as one of the leading “strategists” within the prosecution, is embarking on a new career as an attorney. Kwon has held key positions across both the Ministry of Justice and the prosecution service.
According to the legal community on January 14, Gaon Law Firm has recruited Kwon as Chief Criminal Defense Attorney. Gaon is recognized as a boutique law firm with strengths in tax and administrative regulation, criminal defense, and corporate advisory services.
During his tenure as a prosecutor, Kwon distinguished himself not only in policy and planning work, advanced crime, and public sector corruption, but also in criminal cases such as bio and intellectual property infringement. After completing the Judicial Research and Training Institute and serving as a military judicial officer, he began his career as a prosecutor at the Seoul Central District Prosecutors’ Office. As a rookie, he was selected for the then “Computer Crime Investigation Division,” and subsequently served in the Legal Affairs Review Office of the Ministry of Justice, the Blue House Office of Civil Affairs, the Policy Planning Division of the Ministry of Justice, and the Financial and Tax Investigation Division 1 at the Seoul Central District Prosecutors’ Office. He was promoted to Chief Prosecutor and handled special and major narcotics cases at the Uijeongbu District Prosecutors’ Office.
He went on to hold key posts reserved for the elite within the prosecution, including Director of Legal Affairs and Director of the Prosecution Division at the Ministry of Justice, as well as Chief Prosecutor of Criminal Division 2 at the Seoul Central District Prosecutors’ Office. He served as Deputy Chief Prosecutor at the Jeonju District Prosecutors’ Office, was promoted to Director-General for Planning and Coordination (Prosecutor General) at the Ministry of Justice, and subsequently held the post of Director of the Prosecution Bureau at the Ministry of Justice-one of the “big two” positions within the prosecution-before serving as Chief Prosecutor of the Suwon High Prosecutors’ Office and retiring.
Kwon has led investigations into major cases, including the reinvestigation of the humidifier disinfectant case, illegal online sports gambling involving current and former national basketball players, a high-profile residence fraud and police investigation cover-up case, semiconductor and nanofiber technology leakage, and the so-called “cover swap” publication case involving professors from 50 national and private universities, which resulted in the prosecution of over 100 university professors.
Kwon is recognized not only for his investigative skills but also for his expertise in all aspects of legal administration. With experience spanning civil, commercial, family, and immigration law, he is highly regarded for his ability to grasp the overall flow of a case and propose strategic solutions.
Meanwhile, Gaon’s main practice areas include: ▲ corporate criminal cases such as management rights disputes, tax, fair trade, securities, and finance; ▲ advanced technology and trade secret leakage, intellectual property infringement; ▲ defamation and media response; ▲ medical, food, and bio-related cases; and ▲ response to administrative investigations by agencies such as the Board of Audit and Inspection, the Fair Trade Commission, and the National Tax Service.
