Seocho District Launches Seocho-Style Welfare Model 'Welfare Care Foundation'

Spreading a Culture of Sharing and Donation

Seocho District in Seoul (headed by Mayor Jeon Seong-su) announced on January 13 that it has held the inauguration ceremony for the Seocho Welfare Care Foundation, a Seocho-style welfare care specialized institution established within the Seocho Senior Plaza, and has officially begun its operations.

The Seocho Welfare Care Foundation is a welfare model unique to Seocho, created to proactively respond to social structural changes such as the acceleration of aging, the increase in single-person households, and the deepening of care gaps. Based on Seocho District’s extensive welfare infrastructure, the foundation aims to establish a “community-based, people-centered care system” to provide tailored welfare services.


The foundation is operated as an open space accessible to all residents, going beyond merely serving as an administrative and office area. The lounge on the fourth floor has been created as a face-to-face community space featuring a “Media Wall” for sharing and spreading empathy, and an “Honors Wall” to recognize donors. This space is open to residents at all times and will serve as a warm community hub for communication and interaction among neighbors.


In the seminar room, various educational programs and sessions are offered for residents and welfare workers. Through generational integration programs, the foundation plans to support residents in participating as active contributors in the welfare field, rather than simply being recipients of welfare services.


In preparation for the “Integrated Care Support Act” scheduled to take effect in March this year, the foundation will actively promote Seocho-style integrated care, ranging from discovering to linking a variety of services in five key areas: healthcare, health, nursing, care, and housing. This includes specialized projects such as the Seoripul Care SOS and Seocho Clean Care. In early March, the foundation will host an integrated care forum and a care declaration ceremony, and is also planning to operate a resident volunteer group for integrated care support, based on resident organizations and volunteer networks.


In particular, the foundation will serve as a public-private cooperation control tower, connecting various welfare resources within the community. It aims to reduce resource overlap and improve efficiency, while also leading the spread of a culture of sharing and donation in daily life through transparent and trustworthy operations.


The foundation plans to establish a virtuous cycle welfare model unique to Seocho through community-linked sharing initiatives such as mobile donation kiosks, corporate relay campaigns, and the Everyday Sharing Change Support Project.


The inauguration ceremony was held in the fourth-floor lounge, attended by Seocho District Mayor Jeon Seong-su, Seoul Metropolitan Council Chair Choi Ho-jung, Seocho District Council Chair Ko Sun-jae, Foundation CEO Park Joon-gi, board members, and others. Attendees participated in the Honors Wall lighting ceremony and cake cutting, sharing the foundation's vision and mission, and reaffirming their commitment to realizing a comprehensive Seocho-style integrated care system.


Seocho District Mayor Jeon Seong-su stated, "The Seocho Welfare Care Foundation will become a new milestone for welfare in Seocho," and added, "We will establish a leading Seocho-style integrated care model nationwide so that everyone can enjoy dignified care without any neighbors being left behind."
