The free "Legal Home Doctor" program, which provided 1,369 legal services last year to help citizens overcome crisis situations, will continue this year.


Daejeon City will continue to operate the "Legal Home Doctor" program in 2026, targeting socially and economically vulnerable groups.


The "Legal Home Doctor" program offers primary free legal services to socially and economically disadvantaged individuals. These primary services include legal consultations, legal education, assistance with preparing legal documents, and referrals to relevant organizations, but do not cover legal representation or litigation support.


The program provides legal services for various legal issues that may arise in daily life to Daejeon citizens who are in legal welfare blind spots, such as basic livelihood security recipients, multicultural families, and crime victims.


In addition, integrated legal support is provided in cooperation with the Korea Legal Aid Corporation and local welfare organizations for people with disabilities and the elderly, offering a seamless process from consultation to assistance.


In 2025, a total of 1,369 legal services were provided, including 895 free legal consultations, 192 referrals for legal aid, and 282 cases of legal document preparation. These efforts have helped citizens overcome crisis situations and contributed to alleviating legal welfare blind spots.


Currently, the Legal Home Doctor program is available at three locations in Daejeon-Daejeon City Hall, Yuseong District Office, and Dong District Office. Daejeon citizens who wish to receive a consultation can make a reservation by phone or through the Legal Home Doctor website and visit for a consultation between 10 a.m. and 5 p.m. on weekdays.


Lee Oksun, head of the Legal Affairs Team, stated, "Since 2018, Daejeon City has been selected as a Legal Home Doctor program institution in cooperation with the Ministry of Justice for nine consecutive years, and the program has become a key channel for addressing legal welfare blind spots. We will continue to actively identify local legal service needs and further strengthen the comprehensive legal support system that combines legal and welfare services."
