National Human Rights Commission to Address Early Morning Delivery and AI Labor Rights Issues This Year

Including Issues of Care Workers Such as Caregivers

This year, the National Human Rights Commission has decided to examine human rights violations related to labor, such as early morning delivery, as well as the impact of artificial intelligence (AI) on labor rights.


On January 12, the Commission held its first plenary session of the year and discussed the '2026 Commission Work Plan Resolution,' which includes these topics.

The Commission identified labor rights issues concerning care workers, such as caregivers, as well as early morning delivery and courier workers, as key tasks.


The work plan also includes conducting a fact-finding survey on the impact of artificial intelligence (AI) on labor rights.


Other tasks highlighted include protecting information rights in the digital era, researching ways to safeguard the rights of dementia patients, and reforming investigative systems.


The Commission plans to supplement these details and proceed with a resolution at the plenary session scheduled for January 26.
