In particular, it was noted that by amending the 'Gwangju Seo-gu Ordinance on Creating a Non-Smoking Environment and Preventing Harm from Secondhand Smoke' and the 'Gwangju Metropolitan City Ordinance on a Healthy Drinking Culture,' Council Member Kim helped create an environment for collaboration between the Seo-gu District Office and the police, and made substantial contributions to strengthening public safety services tailored to the region's characteristics.
Kim Sooyoung commented, "By revising the ordinances related to smoking cessation and responsible drinking, I am pleased to have helped overcome challenges in police administration and to have contributed to the well-being of residents."
Meanwhile, Kim Sooyoung is the only city or district council member in Gwangju to have achieved a triple crown, having received the 'Grand Prize' at the 2025 Local Autonomy Legislative and Policy Awards, as well as 'Excellence Awards' from the Yeouido Policy Research Institute in both 2022 and 2023.
