Changwon Special City in South Gyeongsang Province announced on January 12 that it has published and distributed the “2025 Changwon Special City Apartment Management Audit Casebook” to support the establishment of a transparent and sound management culture in apartment complexes.
This casebook is characterized by its organization of recurring issues in apartment management by category, focusing on audit cases conducted by Changwon Special City last year.
The main topics include: △Operation of Residents’ Representative Meetings and Election Management Committees △Execution and accounting of management fees △Selection of contractors for construction and services △Long-term repair plans and use of long-term repair reserves △Storage and public disclosure of documents, among others.
According to the audit results, the highest proportion of findings was in general management (such as improper formation and operation of residents’ representative meetings) at 36%, followed by facility management (such as improper execution of long-term repair plans and reserves) at 24%, construction and services (such as non-disclosure of contractor selection results) at 24%, and accounting management (such as failure to disclose income and expenditure statements) at 17%.
The city has also included a separate “Apartment Management Work Checklist” for immediate use in the field, and incorporated the “2026 Changwon Special City Housing Welfare Policies” to enhance the practical effectiveness of the casebook.
The casebook will be distributed and introduced to affiliated organizations and the Apartment Managers Association, and apartment complexes subject to mandatory management within the city can receive a copy upon request. In addition, it will be posted on the Changwon City website (by category: Urban/Architecture → Housing/Housing Welfare → Apartment Audit) so that any citizen can easily access it, contributing to sharing audit cases and preventing recurrence.
Furthermore, the city plans to utilize the casebook as training material for the operation and ethics education of residents’ representative meeting members, aiming to prevent legal violations in the field of apartment management and to promote a more transparent management culture.
Lee Jaekwang, Director of Urban Policy, stated, “We expect this casebook, which systematically organizes issues in apartment management, to be a useful reference for residents’ representative meetings, management office staff, and public officials in charge of apartment management.”
Meanwhile, the city has selected “customized on-site apartment management consulting” as a major new project this year to strengthen preventive functions and expand supervisory roles beyond post-audit practices. Apartment complexes that complete this consulting will be exempt from apartment audits for three years; however, audits requested by more than 20% of residents will not be exempted.
