Gwangju City in Gyeonggi Province was highly recognized by the Ministry of Land, Infrastructure and Transport for its administrative capabilities, acknowledging its contributions to recapturing land development profits and establishing a sound real estate market order.

Mayor Bang Se-hwan's "Smart Collection" Recognized with Minister of Land, Infrastructure and Transport Commendation Gwangju Mayor Bang Se-hwan received a commendation from the Minister of Land, Infrastructure and Transport on the 31st of last month for being selected as an institution meritorious in the collection and imposition of development charges for 2025. On January 12, Gwangju City announced that it had been selected as an institution meritorious in the collection and imposition of development charges for 2025 and received a commendation from the Minister of Land, Infrastructure and Transport on December 31 of last year.


This commendation is awarded to local governments that have contributed to the development of the national economy by appropriately distributing development profits generated from land development, thereby preventing land speculation and promoting the efficient use of land.


Gwangju City has thoroughly investigated all development projects subject to charges, including building permits and development activity permits, ensuring that no eligible projects were omitted. In particular, the city’s continuous guidance and encouragement of payers, as well as its systematic and proactive collection activities, were cited as key reasons for this award.


The city also further strengthened its compulsory collection system.


When an application is made to defer or pay development charges in installments, the city requires a surety insurance as collateral, and in the event of delinquency, it immediately claims the surety insurance, establishing a thorough management system.


Additionally, to enhance convenience for citizens, the city promoted the "Early Payment System for Development Charges" using QR codes and expanded guidance on refunds available for early payment, demonstrating proactive administration. As a result of these efforts, Gwangju City’s collection performance for development charges has increased significantly compared to the previous year, providing a substantial foundation for the expansion of local finances.


The development charge system allows the public sector to recapture a portion of development profits, with part of the collected funds allocated to both the state and local governments for use in expanding regional infrastructure and addressing residents’ long-standing needs.


Bang Se-hwan, Mayor of Gwangju City, emphasized, "We will thoroughly manage the imposition and collection of development charges in line with the region’s active development projects to ensure nothing is overlooked, and we will prevent speculation aimed at capturing development profits. The secured funds will be efficiently reinvested in areas that citizens truly need, leading the sustainable development of Gwangju City."
