Gangwon Special Self-Governing Province (Governor Kim Jin-tae) has proactively activated Level 1 of the Disaster and Safety Countermeasures Headquarters starting at 10 p.m. on January 9, in response to the issuance of preliminary advisories for heavy snow, strong winds, and cold waves in the province. This measure was taken to strengthen the response system amid concerns over potential complex damages caused by strong winds and blizzards.

As of 4:30 p.m. on January 10, a strong wind warning has been issued for six coastal cities and counties in the province-Gangneung, Donghae, Goseong, Yangyang, Sokcho, and Samcheok-as well as for Taebaek. The remaining 11 cities and counties are under a strong wind advisory.


In addition, a cold wave warning is in effect for seven cities and counties-Taebaek, Pyeongchang, Jeongseon, Cheorwon, Hwacheon, Yanggu, and Inje-while the other 11 cities and counties are under a cold wave advisory. Taebaek is also currently under a heavy snow advisory.


Given the severity of the situation and the risk of harm to people and property, Governor Kim has instructed that disaster response efforts prioritize the safety of residents and be carried out thoroughly.


First, the province is mobilizing all available snow removal personnel and equipment, and is actively operating a collaborative system among relevant agencies to prepare for icy road conditions resulting from the temperature drop. Major roads are being continuously monitored, and the preemptive and repeated application of de-icing agents is being strengthened.


In regions where strong winds are expected, thorough preemptive securing or removal measures are being taken for facilities at risk of toppling, such as aging trees, outdoor signs, traffic lights, utility poles, and vinyl greenhouses.


Additionally, the province is conducting in-person and phone welfare checks for vulnerable groups susceptible to cold waves, and has called for enhanced inspections of emergency shelters and worker rest areas.


Furthermore, Governor Kim has directed that weather advisories and safety guidelines be continuously communicated to residents through disaster text messages and broadcasts, and that information regarding precautions for blizzards, strong winds, and cold waves be actively promoted.


Governor Kim Jin-tae stated, "As we face a complex winter disaster situation involving strong winds, cold waves, and heavy snow, I urge all administrative resources to be focused on minimizing damage to residents. If you encounter damaged electrical facilities or structures at risk of falling due to strong winds, please avoid the area and immediately report it to 119."


The province plans to maintain its emergency response system until the current weather advisories for strong winds, heavy snow, and cold waves are lifted, and will make every effort to prevent damage to residents.
