Awarded in the Excellent Ordinance Category
Recognized for Achievements in Improving Educational Environments
Mikyung Shim, a member of the Seoul Metropolitan Council (Dongdaemun District 2nd Constituency, People Power Party), announced on January 10 that she has received the Grand Prize in the Excellent Ordinance category at the 17th Manifesto Promise Awards for Local Council Members 2025, hosted by the Korea Manifesto Center for Action. Councilwoman Shim has won the Grand Prize for two consecutive years, following her win last year.
The Korea Manifesto Center for Action annually evaluates and awards local council members nationwide based on their fulfillment of pledges and legislative achievements. The 'Excellent Ordinance' category, in which Councilwoman Shim was recognized, comprehensively assesses the appropriateness and effectiveness of ordinances, as well as their positive impact on citizens' lives.
Over the past year, Councilwoman Shim introduced a variety of ordinance bills reflecting the unique characteristics of large cities. These included a partial amendment to the Seoul Metropolitan Office of Education Ordinance on the Protection of Educational Environments, which requires the collection of opinions from various stakeholders to protect educational environments suited to local characteristics, and an ordinance to promote the effective introduction and operation of the International Baccalaureate (IB) program by the Seoul Metropolitan Office of Education.
Councilwoman Shim’s efforts to propose ordinances that closely reflect voices from the field, thereby driving tangible changes to improve the welfare of Seoul citizens and enhance the educational environment, were highly regarded in this year’s award.
Shim stated, “It is both an honor and a heavy responsibility to receive this meaningful award for the second consecutive year,” adding, “This award was only possible thanks to the trust and support of the residents of Dongdaemun District and the citizens of Seoul.”
