Establishment of a Government-Wide AI Common Platform
The government will establish dual operating systems (DR) for major information systems and transition outdated local administrative systems to a cloud-based infrastructure by 2029. Additionally, a government-wide AI common platform will be developed to enable public officials to utilize AI services without security concerns.
On the afternoon of January 8, the Ministry of the Interior and Safety announced that its affiliated agencies-including the National Information Society Agency, the Korea Local Information Research & Development Institute, and the Korea Elevator Safety Agency-had delivered a work report to Minister Hojoong Yoon at the Government Complex Sejong.
The National Information Society Agency reported that it will provide technical support for 30 key initiatives to realize a world-class "AI Democratic Government" and will establish a government-wide AI common platform to allow public officials to use AI services securely. The agency also plans to introduce AI into shared tasks across ministries and local governments, thereby supporting the public sector's transition to AI.
Furthermore, the agency will support the stable provision of the "AI National Secretary," which connects private AI agents with public services, and will expand the "Benefit Notifier," a personalized service guide, to 7,500 types by the end of this year.
In terms of information system operations, the agency will promote a cloud-native transition starting with systems that can benefit most from cloud adoption. Key systems will be equipped with dual operating systems (DR), and stable administrative services will be supported through system and facility inspections, failure analysis, and recovery support.
Minister Yoon requested the National Information Society Agency to "expand the government-wide AI common platform and promote the openness and utilization of public data, so that everyone can benefit from AI."
The Korea Local Information Research & Development Institute plans to support local governments' transition to AI by providing data-driven administrative support through AI analysis, strengthening regional informatization consulting, and enhancing training for local public officials. The institute also explained that it will expand the release of local government data, such as Hometown Love Donations and volunteer information, to the private sector to improve public accessibility.
To enhance the stability of operating systems, the institute will shift from a focus on post-incident measures to preventive measures and will gradually establish disaster recovery systems, starting with local finance and tax systems.
Outdated administrative systems in provinces and the Saeol system will be fully revamped into cloud-based systems by 2029 to improve service quality. Systems that have been in operation for over 20 years will be upgraded to the latest digital environments, and 245 decentralized systems across local governments will be consolidated into 17 provincial-level units to improve operational efficiency.
Additionally, the institute reported that it will ensure the timely integration and transition of resident registration and local tax systems in preparation for the launch of integrated local governments, and will strengthen support for tasks such as preparing voter lists to ensure the smooth conduct of the nationwide local elections in June.
Minister Yoon emphasized, "Building next-generation local administrative systems is a critical task that will fundamentally change how systems are operated. Please ensure that one-stop services and more efficient administration-tangible to the public-are realized at the local government level."
The Korea Elevator Safety Agency will conduct elevator safety management surveys, implement proactive management, and carry out continuous inspections of companies with concerns about inadequate inspections. By utilizing AI technology, the agency will enhance the malfunction response system at sites without on-site managers and prevent accidents caused by disasters such as flooding and earthquakes through the installation of AIoT (Artificial Intelligence and Internet of Things) detection devices. The agency also plans to strengthen disaster response capabilities by establishing a safety forecasting system linked to real-time weather information to provide advance warnings of hazardous situations.
Minister Yoon stated to the Korea Elevator Safety Agency, "With the third-largest annual number of elevator installations in the world after China and India, elevator safety management is of utmost importance in our country. Please ensure thorough management and supervision of all aspects of elevator maintenance and inspection systems, with a sense of responsibility befitting this significance."
