Seongnam Achieves 96.1% Implementation Rate for 8th Administration Pledges
Secures 300 Billion Won Railway Fund, Expands Free Influenza Vaccinations
127 Out of 148 Projects Completed... 85.8% Promise Fulfillment Rate

Seongnam City in Gyeonggi Province announced on January 8 that, as of the end of last year, the implementation rate of the 8th elected administration's campaign promises had reached 96.1%.

Out of a total of 148 campaign projects, the city completed or continues to pursue 127, is making normal progress on 20, and discarded 1 project.


The completion rate for the promises stands at 85.8% (127 projects). The 96.1% implementation rate is an average calculated by converting the progress of each project into a percentage, including completed projects (69 projects, 100% completion rate), those completed and continuously pursued (58 projects, 100% completion rate), and those progressing normally (20 projects).


Projects that have been completed, are being continuously pursued after completion, or are progressing normally include: the creation of Seongnam Mulbit Garden, which transformed the old Gumi-dong sewage treatment plant-left abandoned for 28 years-into a cultural and recreational space; free influenza vaccinations for all citizens; senior welfare housing in Hadaewon-dong (scheduled for completion in 2031); the extension of Subway Line 8 to Pangyo (scheduled to open in 2036); construction of Seongnam Light Rail 'Tram' Line 1 (Pangyo Station to Sangdaewon-dong) and Line 2 (Geumto-dong to Jeongja Station), both scheduled to open in 2036; and securing a 300 billion won railway fund to ensure stable progress of railway projects.


Among these, Seongnam Mulbit Garden is being established as a complex cultural and recreational space, featuring the Dumulgil walking trail (opening June 13, 2025), a music hall, caf?, and rest areas (opening September 5, 2025), and is becoming a new leisure hotspot for citizens.


The free influenza vaccination program for all citizens was first introduced by Seongnam City among the 31 cities and counties in the province in 2023. As of May 2024, the vaccination rate reached 50% (a 13 percentage point increase compared to 2023), and the incidence rate was reduced to 7.5%.


The senior welfare housing project was selected through a public contest organized by the Ministry of Land, Infrastructure and Transport. It will be built as a complex facility that includes 91 public rental housing units and social welfare facilities, providing integrated care services for resident seniors.


The extension of Subway Line 8 to Pangyo and the construction of Tram Lines 1 and 2 have been included in the Gyeonggi Province urban rail network plan, which was approved and announced by the Ministry of Land, Infrastructure and Transport.

To ensure stable progress of the railway projects, the city has been accumulating a railway fund of 70 billion won annually since 2023 (a cumulative total of 210 billion won over three years), and this year, an additional 90 billion won was allocated in the main budget, bringing the total railway fund to 300 billion won.


Based on the achievements in fulfilling the 8th administration's campaign promises, Seongnam City has continued its winning streak for three consecutive years at the 'National Manifesto Best Practices Contest for Heads of Local Governments,' receiving the top prize in 2023 and 2024, and the excellence award in 2025.


Shin Sangjin, Mayor of Seongnam, stated, "Real municipal administration is about bringing positive changes to the lives of each and every citizen," adding, "During the remaining term of the 8th administration, we will strengthen the system for monitoring and managing campaign projects to ensure that we fulfill our promises to the citizens until the very end."
