Preventing Jeonse Fraud Losses and Promoting Housing Stability
Guri City in Gyeonggi Province (Mayor Baek Kyung-hyun) announced on January 6 that it has launched the "2026 Jeonse Deposit Return Guarantee Fee Support Program" starting this January, aiming to protect citizens from losses caused by non-return of jeonse deposits and to foster a stable residential environment.
This initiative is designed to encourage tenants to enroll in the jeonse deposit return guarantee, thereby promoting housing stability for residents.
Eligible applicants are tenants without home ownership who, as of the application date, are covered by a valid jeonse deposit return guarantee (HUG, HF, or SGI), with a deposit of 300 million won or less. Annual income thresholds are set as follows for Guri City residents: up to 50 million won for youth, up to 60 million won for non-youth, and up to 75 million won for newlyweds.
However, tenants living in rental properties owned by registered landlords and tenants who are corporations are excluded from support.
The support amount is capped at 400,000 won. For youth and newlywed tenants, the full guarantee fee is covered, while for other tenants, 90% of the guarantee fee is subsidized.
Applications can be submitted online via the Subsidy24 platform or the HUG Safe Jeonse Portal, or in person at the administrative welfare center corresponding to the applicant's address or at the Guri City Hall Architecture Division.
A Guri City official stated, "Through the Jeonse Deposit Return Guarantee Fee Support Program, we will do our utmost to prevent citizens from suffering losses due to non-return of jeonse deposits and to create a more stable residential environment."
