Replacing Formal Ceremonies with "Empathetic Department Visits"
Boseong County in South Jeolla Province opened the county administration for 2026, the Year of the Fire Horse, by moving away from the conventional opening ceremony and instead launching the year with a "Sympathetic Communication Approach" that strengthens communication and work empathy between departments.
On January 2, instead of holding the usual opening ceremony in the main auditorium, the county announced on January 5 that the county governor visited each department in turn, greeting staff and listening to their opinions. This event, titled "Mal·Mal·Mal (Speech·Horse·Tea) Empathetic Department Visits," marked the county's first official work of 2026.

This event was structured around three themes: "Speech (言)"-communication by listening to employees' stories instead of the governor's instructions; "Horse (馬)"-a message of leaping forward powerfully like a horse, while moving forward together; and "Tea (茶)"-a moment to pause and share a cup of Boseong matcha tea.
In particular, rather than delivering a formal New Year's address, the governor visited each department to share tea with employees, ask about their well-being, and listen to their wishes for the new year and suggestions from the work site, focusing on communication centered on attentive listening.
Employees responded positively, saying, "Direct communication by department helps us better understand our work," and "Thank you for listening to even the smallest voices from the field." New Year's greetings and open communication continued in a relaxed atmosphere.
Meanwhile, on this day, Boseong County finalized the operation plan for the "Gudeuljjang Livelihood Grand Tour" as the first official approval of the new year. Under the principle of "Visiting every corner, listening, and resolving issues thoroughly," this grand tour will visit 140 livelihood sites across 12 towns and villages by March. In line with the government's field-oriented administrative policy, this initiative reflects Boseong County's commitment to finding answers not in offices, but in the everyday lives of residents.
