Donghae City to Provide "30,000 Won Donghae Pay" Grant for First Resident Registration Card Issuance

On January 5, Donghae City in Gangwon Province announced that it will implement the "First Resident Registration Card Issuance Congratulatory Grant Program" to celebrate youths entering adulthood and to foster a sense of belonging and pride as members of the local community.

This program will be operated from January to December 2026, and will support citizens who are newly eligible to receive their first resident registration card, aged 17 or older, and who are registered residents of Donghae City as of the application date.


Eligible recipients will receive a one-time payment of 30,000 won in Donghae Love Gift Certificates (Donghae Pay) per person. The congratulatory grant application is submitted simultaneously when applying for a new resident registration card. The grant will be paid collectively on the 15th of the following month.


In particular, the main recipients in 2026 will be youths born in 2009, and a total of 800 people were reported to have received support throughout 2025.


Donghae City expects this congratulatory grant to give meaning to the first step of youths into adult society, strengthen their sense of settlement and community belonging, and revitalize the local economy by increasing the use of local gift certificates.


A Donghae City official stated, "The issuance of the first resident registration card is an important starting point for growing into a responsible member of society as an adult," adding, "We will continue to support youths so that they can take pride in being members of Donghae City and grow together with the local community."
