"Just One Visit Now"... Yangcheon District Improves Health Certificate Issuance Process for Elderly Job Participants

Yangcheon District in Seoul (District Mayor Lee Kijae) announced on January 4 that it has improved the issuance process for health examination certificates for elderly job participants, significantly reducing the number of required institution visits for seniors from three times to just once. This year, the district will implement the improved process for the first time, targeting 1,379 individuals, including those working in the field of food hygiene as part of the elderly job program.

Among elderly job participants, those working in food hygiene and similar fields are required to submit a health examination certificate to the implementing institution in order to participate in the job. This process, which involved multiple visits to health centers and institutions for application, examination, certificate collection, and submission, has been a significant burden for elderly participants.


To reduce this burden and improve administrative efficiency, the district has introduced a one-stop process that handles everything from examination to certificate submission in a single visit.


The implementing institution for the elderly job program collects the list of examinees and applications in advance. On the examination day, all procedures-from identity verification to stool tests and chest X-rays-are conducted sequentially in the lobby of the health center annex, minimizing the movement required for participants.


After the examination is completed, the health examination certificates are sent in bulk from the health center directly to the job implementing institution, eliminating the cumbersome step of seniors having to collect and submit the certificates themselves. To further reduce on-site congestion, the fee is paid after the examination, using a post-payment system.


The district also plans to schedule examinations in the afternoon, when the health center is less crowded, and to manage each session with approximately 150 participants to minimize congestion.


Given that most participants work in the food hygiene sector, the district will also provide basic health education during the health checkup visits, covering topics such as infectious disease prevention and food poisoning management, to strengthen participants' hygiene management capabilities before they begin their jobs.


Lee Kijae, Mayor of Yangcheon District, stated, "We expect that this streamlined issuance process will not only improve convenience for elderly job participants but also significantly alleviate congestion at the health center at the beginning of the year. We will continue to pay close attention to even the smallest inconveniences from the residents' perspective and seek the best solutions for ongoing improvement."
