The Yeoju City Council in Gyeonggi Province (Chairman Park Doohyung) began its first legislative activities of 2026 by taking a strong stance against national projects directly linked to the survival rights of the local community. However, the resolution concerning the Namhangang Weir, which was a key issue, was rejected due to unresolved differences among council members, signaling the potential for significant repercussions going forward.

At 10 a.m. on January 2, the Yeoju City Council held the first plenary session of its 79th extraordinary meeting, during which two resolutions were tabled: one urging the exclusion of the 345kV transmission line construction project, and another opposing the Namhangang intake and discharge facility improvement project.
The council first directly criticized the unfairness of the current site selection process for the "345kV Sinwonju-Dongyongin and Sinwonju-Sinwonsam transmission line construction project."
The "Resolution Urging the Exclusion of Yeoju City from the 345kV Transmission Line Construction Project Route and Protecting Residents' Rights and Interests," sponsored by Assemblywoman Lee Sangsook, was unanimously approved by all council members.
This project is a national initiative to supply power to the Yongin Semiconductor Cluster. The council argued that, as the project's scale has grown with increased tower heights and expanded circuits, allowing the transmission line to pass through Yeoju would severely infringe upon residents’ property rights and threaten their health. It therefore strongly urged the immediate exclusion of Yeoju City from the designated route.
In contrast, the "Resolution on Issues Regarding the Namhangang Intake and Discharge Facility Improvement Project," proposed by Assemblyman Kyung Kyumyeong, was voted down by a margin of 4 to 3.
Assemblyman Kyung criticized, "The government unilaterally allocated the facility improvement budget based on the premise of weir opening and water level reduction, without prior consultation with Yeoju City," adding, "Even though the current water quality of the Namhangang River remains 'good,' there is no rational basis for rushing to open the weir."
In response, Assemblyman Yoo Pilseon and other opposing council members argued that it was "premature." Assemblyman Yoo countered, "The government's actual approach is not a complete opening, but a limited review during specific periods," and warned, "Preemptively opposing weir removal before the detailed design has even been finalized could weaken Yeoju City's negotiating power in the future."
Upon the resolution's rejection, Chairman Park Doohyung immediately expressed regret. He stated, "I tabled the motion believing that all council members supported the resolution against the weir opening, based on last year's communications with civic groups," and could not hide his dismay.
He continued, "This issue is not about political interests but is directly connected to the lives of our citizens," and indicated that, together with the council members who supported the resolution, he would take action against the government's unilateral push, suggesting that the council's response may intensify in the future.
