[New Year's Address] NTS Commissioner Kwanghyun Lim: "Strong Response to Anti-Social Tax Evasion in Real Estate and Among YouTubers"

Kwanghyun Lim, Commissioner of the National Tax Service, stated on January 2, "We will focus all our capabilities and respond strongly so that anti-social tax evasion, which undermines sound market order and tramples on social justice, can never take root again."


In his New Year's address that day, Commissioner Lim said, "We will unwaveringly uphold the tax justice that the public desires-being considerate to honest taxpayers, and even more strict with anti-social tax evaders."

Commissioner Lim specifically pointed to anti-social tax evasion in the areas of real estate, YouTubers, and unfair tax evasion by business owners and their families. He said, "We will respond firmly to unfair tax evasion using so-called tunneling methods, where business owners and their families divert assets or profits through illicit means, and to online YouTubers who cleverly hide high earnings obtained from provocative and harmful content." He further emphasized, "We will thoroughly detect, investigate, and eradicate irregular tax evasion that disrupts real estate transaction order, as well as offshore tax evasion by multinational corporations that transfer income generated in Korea overseas without fulfilling even minimal social responsibilities."


On the other hand, the plan is to provide more convenient tax services to honest taxpayers. Commissioner Lim stated, "The vast majority of tax revenue comes from the voluntary payments of honest taxpayers, who are the solid foundation of national finances." He added, "We will introduce the 'tax audit scheduling system' so that taxpayers can choose the timing of their regular tax audits, and we will provide the results of past tax audits before filing to prevent repeated mistakes, thereby boldly reducing the verification burden on small business owners."


Commissioner Lim also stressed the need for a "major transformation in all areas of national tax administration." He said, "We are thoroughly preparing so that the 'National Tax Arrears Management Team,' which is being launched with the goal of identifying the circumstances of 1.33 million delinquent taxpayers, can be successfully established. For those facing hardship due to living difficulties, we will actively consider applying the tax arrears exemption system and ensure that no one is left out of welfare support." He added, "If someone is found to be deliberately hiding assets to evade taxes, we will mobilize all available means-including special task forces and international cooperation for overseas collection-to relentlessly track down and recover hidden assets both domestically and abroad."
