Minister Yoonduk Kim: "Supplying Homes People Want Quickly and Stably"

Ministry of Land Launches Housing Supply Promotion Headquarters
"Housing Supply Is a National Agenda"
Focus on Results, Project Linkage, and Field-Oriented Approach

Last year, the increase in Seoul's housing prices reached its highest level in 19 years, prompting the government to launch the "Housing Supply Promotion Headquarters." On January 2, Yoonduk Kim, Minister of Land, Infrastructure and Transport, stated at the inauguration event for the Headquarters, "Our goal is to supply the homes that people want more quickly and stably." The Ministry of Land, Infrastructure and Transport, the main authority for housing policy, has upgraded the "Public Housing Promotion Team," which had operated as a temporary organization for 21 years, to a first-level (director-general) headquarters to strengthen its supply capacity. <Refer to page 17 of The Asia Business Daily, December 17, 2025>


Minister Kim emphasized that this marks the first step in moving from 'planning' to 'execution' in housing supply. The government has determined that the instability in housing prices in the Seoul metropolitan area is due to a shortage of supply, and in September last year, it unveiled a blueprint to supply 1.35 million housing units in the metropolitan area. Minister Kim identified three key pillars for the Headquarters' work: delivering tangible results, strengthening linkage between supply projects, and establishing a field-oriented work system.


The Headquarters is an organization that consolidates various housing supply functions within the Ministry, including land development, private redevelopment projects, and the regeneration of aging planned cities such as the first-generation new towns. In line with the current administration's emphasis on a public-led housing supply system, the Headquarters will coordinate not only with Korea Land and Housing Corporation (LH) but also with local public enterprises. The heads of LH, Seoul Housing & Communities Corporation (SH), Gyeonggi Housing and Urban Development Corporation (GH), and Incheon Housing and City Development Corporation (iH) attended the event.

The Ministry explained, "We have elevated housing supply from a short-term issue to a national agenda and established a robust promotion system to support it," adding, "As the control tower, we will take responsibility for every step from policy planning to execution and management, encompassing all supply entities and types, both public and private, with the goal of stabilizing housing for the public."


The Headquarters is organized into a Housing Supply Policy Bureau (Director-General) and six divisions responsible for leading public sector supply, and a Housing Redevelopment Policy Bureau (Director-General) and three divisions that manage and support private sector supply. The Housing Supply Policy Bureau and its six divisions are dedicated to land development and urban area supply.


Kim Youngguk, Head of the Housing Supply Promotion Headquarters at the Ministry, encouraged unity as a "one team" when meeting with public institution leaders after the inauguration ceremony. He stated, "We must utilize every available means so that the public sector can serve as a pillar of support," and requested, "Please fully implement an on-site, intensive management system that oversees all stages of housing supply-including permits, compensation, and construction-centered on the joint task force between the Ministry and LH launched in November last year."


Minister Kim said, "In Seoul, we are preparing mainly around idle sites and aging government buildings," and added, "After returning from a business trip to the United States, I am preparing to proceed immediately with the announcement of countermeasures."
