This commendation is awarded to local governments that have contributed to alleviating labor shortages in rural areas through the stable management of the foreign seasonal worker system. Yangju City was recognized for its achievements in all aspects of the program’s operation, including the management of foreign seasonal workers’ entry and exit, stay management, inspection of working conditions, and accommodation safety management.
Prior to the award presentation, Kim Yonggyu, Director of the Yangju Immigration Office, stated, “Yangju City has faithfully operated the foreign seasonal worker system with a field-oriented approach, demonstrating exemplary results in stay management, improvement of working environments, and collaboration with related agencies. The city’s significant contribution to the stable establishment and enhanced reliability of the foreign seasonal worker system has been highly evaluated, leading to this commendation.”
Yangju City has enhanced the stability of the system through close cooperation with relevant agencies throughout the overall management process of foreign seasonal workers, and has also worked to prevent absconding and improve working conditions by providing education and administrative guidance to employers.
In addition, the city has strengthened the foundation of the system by implementing various initiatives for worker convenience, such as an integrated service for opening wage bank accounts, an emergency and simple text reporting service, a service linking workers to hairdressing and beauty volunteers, and the establishment and operation of public accommodations.
Lee Songju, Director of the Agricultural Technology Center, said, “This institutional commendation is the official recognition of our dedicated efforts to faithfully operate the foreign seasonal worker system with a field-oriented approach. We will continue to strengthen administrative support to resolve labor shortages in the agricultural sector and to create stable working conditions for foreign workers.”
The city plans to use this award as an opportunity to develop various initiatives to foster an environment where local farmers and foreign seasonal workers can thrive together, and to further strengthen cooperation with related agencies to establish a sustainable rural labor management system.
