Shinangun Public Officials Union Issues Strong Statement Condemning Arbitrary Personnel Administration Yoon Hohyun, chairman of the Shinangun Government Employees Labor Union, along with union members, issued a statement in front of the Shinangun government office calling for the eradication of personnel intervention.

The Shinangun Public Officials Labor Union strongly objected to the regular personnel appointments for the first half of 2026, which were implemented on December 29, calling them "personnel administration that undermines the future of the organization."


The union asserted, "This round of appointments failed to adhere to the 2025 basic personnel management plan established by the executive branch itself, and did not comply with the advance notice of personnel changes that was scheduled for December 26."


The union further pointed out, "The recommendations made by the labor union during the Personnel System Improvement Committee meeting, which included both labor and management on December 9, were completely disregarded."


In particular, regarding the "guidelines for handling work by acting heads of local governments" mentioned during the personnel notice process, the union criticized, "The executive branch's explanation that only the minimum necessary personnel changes can be made for organizational stability is an admission that there is no system in place to ensure stable operations in the event of a vacancy in the head position. This essentially publicly reveals the structural problems of the county's personnel administration to all employees."


The union stated, "Since the launch of the 5th labor union, we have continuously worked to establish a personnel culture based on fairness and principles, and presented those standards through the Personnel System Improvement Committee, a labor-management consultative body. Nevertheless, the executive branch did not reflect even the minimum level of agreement, and there was not even any prior explanation or discussion, which clearly amounts to ignoring the voices of union members."


Additionally, the union expressed strong regret that personnel grievances submitted through the union were not reflected in this round of appointments, stating, "The discrepancy between the explanations given to the union and the actual personnel results clearly demonstrates the executive branch's perception of the union."


Furthermore, the union claimed that internal confusion within the organization has intensified due to issues such as ▲the fairness of the operation of retirement preparation training (gongroyeonsu), ▲controversy over the reversal of transfer appointments following opposition from department heads, and ▲suspicions that specifying certain individuals during the promotion notice process has caused conflict among employees and led to lobbying for appointments. The union called for an official explanation from the executive branch.


The union demanded that the executive branch: ▲strictly comply with the basic personnel management plan, ▲establish a clear and fair system for operating retirement preparation training, ▲recognize the Personnel System Improvement Committee as a genuine consultative body, ▲adhere to the principle of job rotation, resolve dual positions, reflect employees' transfer preferences, and provide a public explanation to all employees regarding the reasons for not reflecting personnel grievances and future plans.


The union emphasized, "Public officials are not merely tools for organizational operation, but are the main agents of administration who directly serve the residents. Personnel administration that does not respect employees will inevitably lead to a decline in the quality of public services."


Finally, the union urged the acting county governor to "take the issues raised regarding this round of appointments seriously as the leader of the organization and a senior public official, and immediately begin improvements to overall personnel administration," adding, "Do not forget that over 700 union members are closely watching this matter."
