Yangju City in Gyeonggi Province has recently produced and distributed a "Non-Tax Revenue Manual" to enhance the efficiency and accuracy of non-tax revenue assessment work.
The newly created manual is a practical resource covering the overall process of non-tax revenue assessment and collection, systematically organized so that staff can use it immediately in the field.
Key contents include the concept and types of non-tax revenue, relevant laws and standards, and the procedures for assessment and collection. In particular, for issues that are prone to confusion during the non-tax revenue assessment process, case law and examples are provided to improve practical understanding.
The city expects this to help reduce discrepancies in work processing between departments and enhance the consistency and fairness of non-tax revenue assessments.
Previously, non-tax revenue work involved a wide variety of items and complex regulations, which often led to differences in processing depending on the experience and understanding of the staff in charge. The manual was developed to address these issues.
A city official stated, "We expect that distributing this manual will improve staff understanding of their work, leading to more accurate and prompt assessments and collections," adding, "We will continue to provide various forms of work support to strengthen non-tax revenue management capabilities in the future."
Based on this manual, the city plans to reinforce staff training and work sharing, and will continuously supplement and manage its contents in line with future legal revisions or institutional changes.
