Samcheok City in Gangwon Province announced on December 30 that it will expand its existing bathing fee support program for seniors and implement an integrated support program from 2026, which will also include grooming expenses, to promote hygiene and improve the health of elderly residents.
The program targets seniors aged 75 and older who are registered residents of Samcheok City. Each recipient will receive 180,000 won per year for bathing and grooming expenses, distributed in two installments of 90,000 won each during the first and second half of the year.
The support method will be changed from the existing paper vouchers to a system where the funds are loaded onto the local currency card, the "Samcheok Sarang Card." This aims to enhance convenience for seniors and stimulate local consumption.
Applications can be submitted in person at the administrative welfare centers of each town or district office corresponding to the applicant’s registered address, starting January 12, 2026. In principle, applicants must apply in person; however, proxy applications with a letter of authorization will be permitted for those with mobility difficulties due to illness or other reasons.
The support funds can be used at bathing and grooming businesses within Samcheok City that are affiliated with the Samcheok Sarang Gift Certificate program, and payments must be made by card. Any unused balance will automatically expire if not used by the end of 2026, and cash exchanges or transfers to others are not allowed.
A city official stated, "This program expansion aims to reduce the daily burden of hygiene management for seniors and support a healthy and dignified life in old age. We will continue to promote practical, everyday policies that enhance the welfare of our elderly residents."
