Recognized for Innovative Administration Including the Nation's First Eco-Friendly Banner Ordinance
Proved Administrative Excellence Once Again Following the 2020 Presidential Commendation
Paju City in Gyeonggi Province announced on December 30 that it received the Prime Minister's Institutional Commendation in the '2025 Outdoor Advertising Service Merit' awards hosted by the Ministry of the Interior and Safety.

This award is presented to institutions that have achieved outstanding results based on a comprehensive evaluation of all aspects of outdoor advertising services among local governments nationwide, including the removal of illegal advertisements, the establishment of a proper advertising culture, the prevention and removal of illegal advertisements, and the recycling of banners.
Paju City was highly recognized for boldly introducing innovative policies for the first time in the country, winning the Presidential Commendation in 2020 and now receiving the Prime Minister's Award this year.
One of the major achievements is the enactment of the "Ordinance on Promoting the Use of Eco-Friendly Materials and Activating Recycling of Banners," the first of its kind in Korea. In response to the climate crisis, Paju City established this ordinance to reduce the generation of waste banners and encourage the use of eco-friendly materials, and has taken the lead in achieving carbon neutrality by providing incentives for banners made from eco-friendly materials. This policy has now spread to more than 110 local governments across the country.
In addition, the 'Automated Illegal Advertisement Warning System,' which utilizes advanced technology, has played a significant role. This system repeatedly sends violation warning messages to phone numbers listed on illegal banners or flyers, and in 2025 alone, it sent over 200,000 warnings, effectively deterring illegal advertising activities.
Other innovative policies unique to Paju City that contributed to the award include: the installation of 'multi-purpose anti-attachment sheets' applying personal mobility (PM) safety designs for the first time in Korea; the expansion of the 'prior review system for outdoor advertisements' to all departments; and the development of the patented invention 'Snow Car Mask' made from recycled banners.
Jang Hyehyun, Head of the Architectural Design Division, stated, "This Prime Minister's Award is a valuable achievement made possible by the combined efforts of 540,000 Paju citizens and public officials who worked together for a pleasant urban environment," and added, "Paju City will continue to set the standard for outdoor advertising culture nationwide through high-quality design administration and eco-friendly policies."
Meanwhile, Paju City attended the '2025 Outdoor Advertising Service Workshop for Provincial and City Officials' held at the Government Complex Sejong on December 29, where it received the Prime Minister's Commendation and presented Paju City's best practices to local government officials from across the country.
