Yeongdeungpo District Receives Grade 2 in Integrity Assessment for Second Consecutive Year, Boosting Public Trust

Top-Ranked Among 69 Districts Nationwide

Yeongdeungpo District in Seoul (District Mayor Choi Hokwon) received a Grade 2 rating for the second consecutive year in the 2025 Comprehensive Integrity Assessment of Public Institutions conducted by the Anti-Corruption and Civil Rights Commission.


The Comprehensive Integrity Assessment is determined on a scale from Grade 1 to Grade 5 based on an aggregate of perceived integrity (surveys of residents and employees), integrity efforts (anti-corruption policy achievements), and corruption status (deductions for incidents of corruption).

The district ranked among the top performers out of 69 districts nationwide. Among the 25 districts in Seoul, only five-including Yeongdeungpo District-received Grade 2 or higher in all three indicators: comprehensive integrity, perceived integrity, and integrity efforts.


Notably, all indicators improved compared to the previous year. Scores for perceived integrity increased in both external (residents and civil petitioners) and internal (employees) evaluations, indicating an overall improvement in public and internal perceptions.


The integrity efforts indicator rose by 4.5% compared to the previous year, with high marks given for “the interest and efforts of the institution’s head” and “improvements in corruption-prone areas.” There were no deductions for incidents of corruption.


This year, the district operated participatory programs such as the public-private cooperation “Integrity Cluster,” “Harmony Integrity Golden Bell,” and “Integrity Concert.” It also ran the anonymous reporting channel “Integrity Talk” and fostered a culture of mutual respect within the organization, thereby establishing a strong atmosphere of integrity in practice.


Choi Hokwon, Mayor of Yeongdeungpo District, stated, “It is a meaningful result that both internal and external perceptions of Yeongdeungpo District’s integrity have improved,” adding, “We will continue to ensure that all employees practice fair and transparent administration that meets the expectations of our residents.”
