President Lee Praises 'Sunlight Income Village'... Jeollanam-do Focuses on Successful Establishment Prime Minister Kim Minseok and Jeollanam-do Governor Kim Youngrok visited the solar power plant complex in Anjwa Solacity, Sinan, on the 29th and took a commemorative photo with the members of the resident-military cooperative. On December 29, Jeollanam-do proposed institutional improvements to Prime Minister Kim Minseok, who visited Anjwa Solacity in Sinan, to ensure the successful establishment and expansion of the Sunlight Income Village initiative.

This visit was prompted by the recognition of Sinan County’s case, where profits from solar power generation are shared with residents, leading to increased resident income and population growth, as a textbook example and model case for the government’s ‘Sunlight Income Village’ policy.

Officials from relevant ministries, including the Ministry of the Interior and Safety, the Ministry of Agriculture, Food and Rural Affairs, and the Ministry of Climate, Energy and Environment, attended the site visit to listen to on-site challenges and opinions on institutional improvements.

Jeollanam-do proposed institutional improvements to ensure the successful establishment and expansion of the government’s key ‘Sunlight Income Village’ policy.

The main proposals included: alleviating the local government’s financial burden when supporting installation costs for energy storage systems (ESS) in areas with insufficient grid capacity; easing collateral loan requirements for village communities (cooperatives) with poor collateral capacity; and prioritizing areas at risk of depopulation and awarding additional points in the selection process for locations farther from the Seoul metropolitan area.

Kim Youngrok, Governor of Jeollanam-do, emphasized, “We will open the era of ‘energy basic income’ by returning renewable energy profits to the residents, overcome the crisis of local extinction, and take the lead in realizing the government’s renewable energy-centered energy transition policy.”

Jeollanam-do plans to establish more than 500 Sunlight Income Villages by 2030 in line with government policy to realize energy welfare. In collaboration with the Green Energy Research Institute, the province will organize an on-site support team to provide tailored consulting on cooperative formation, securing financial resources, and solar installation, thereby accelerating the establishment of Sunlight Income Villages.
