Concrete Roadmap Presented for Advancing as a Future Energy Self-Sufficient City
Uljin County has finalized the ultimate blueprint for a "clean hydrogen city" based on nuclear power.
On December 26, Uljin County in North Gyeongsang Province held the final report meeting for the "Uljin County Hydrogen City Development Project Master Plan Establishment Service" in the main conference room of the county office and confirmed a concrete roadmap to advance as a future energy self-sufficient city.

The final report meeting was attended by more than 30 experts, including the Uljin County Hydrogen National Industry Promotion Team, the East Coast Industry Research Institute, Nexus City Lab Consortium-the master plan service provider-Nexus City Lab, Hyundai Engineering & Construction, Korea Engineering Consultants Corporation, and Pohang Technopark. The participants shared the final draft of the master plan developed over the past six months and held in-depth discussions on the future direction of the project.
The core of this master plan is to establish a "resident-experience-based hydrogen ecosystem" prior to the creation of the Uljin Nuclear Hydrogen National Industrial Complex. Uljin County plans to build a 1.5MW-class water electrolysis facility and hydrogen supply infrastructure to stably produce and supply clean hydrogen, while also creating a hydrogen experience center closely linked to daily life and expanding the supply of eco-friendly mobility such as hydrogen buses and hydrogen drones. Through these efforts, the county aims to create an environment where residents can directly experience hydrogen energy in their everyday lives.
In particular, the plan includes establishing an AI-based Integrated Safety Operation Center to monitor the entire process-from hydrogen production to storage, transportation, and utilization-in real time, 24 hours a day. This is intended to ensure world-class safety and maximize business synergy by linking it with the Uljin Nuclear Hydrogen National Industrial Complex. As a clean hydrogen production model utilizing nuclear power, it is expected to become a leading hydrogen city model not only in Korea but also in the global hydrogen economy.
The Uljin County Hydrogen City Development Project is a four-year, empirical energy transition initiative running from 2025 to 2028, with a total project cost of 40 billion won (20 billion won from the national government and 20 billion won from local government). The project will gradually establish hydrogen production, transportation, and utilization infrastructure, focusing on the areas of Jukbyeon-myeon and Uljin-eup.
A county official stated, "This final report meeting marks an important turning point for Uljin as it moves beyond being an energy production hub to becoming a future-oriented city equipped with an innovative hydrogen-based residential and transportation system. Starting next year, we will begin full-scale detailed design and construction to ensure that residents can enjoy hydrogen energy safely and conveniently, and we will do our utmost to advance the project."
