Following the Establishment of a New Bureau, Organizational Consolidation and Functional Reallocation
To Take Effect on January 1, 2026
Yangyang County in Gangwon Province is moving forward with an administrative organization restructuring to establish a pragmatic administrative service structure. This follows the creation of a new bureau in 2025 and focuses on adjusting the administrative organizations at the town and township levels, as well as strengthening frontline administrative services that directly interact with residents, all aimed at expanding local autonomy and creating a more efficient administrative organization.
The purpose of this restructuring is to actively address the nation’s and region’s top priority issue of population decline and to strengthen on-site administrative services that are in direct contact with residents. Additionally, the county aims to enhance operational efficiency by consolidating and merging departments, as well as by flexibly redesigning the organization and reallocating personnel in response to changes in administrative functions.
This restructuring will be carried out without expanding the overall organization, focusing instead on the consolidation and reallocation of existing departments and functions.
As a result, the county’s administrative organization will be reorganized from the current structure of 3 bureaus, 1 administrative officer, 14 divisions, 1 unit, 77 teams, 2 directly affiliated agencies, 2 business offices, and 6 towns and townships (24 teams) to a structure of 3 bureaus, 1 administrative officer, 14 divisions, 1 unit, 79 teams, 2 directly affiliated agencies, 2 business offices, and 6 towns and townships (19 teams).
Key changes include renaming the Smart Information Division to the Smart Transportation Division, and the Safety Transportation Division to the Disaster Safety Division. The Integrated Control Team under the Smart Information Division will be transferred to the Disaster Safety Division, while the Transportation Policy Team and the Transportation Guidance Team under the Safety Transportation Division will be reassigned to the Smart Transportation Division.
Additionally, the Smart Policy Team and Smart Computing Team under the Smart Information Division will be consolidated into the Smart Administration Team under the Smart Transportation Division, aiming to enhance administrative efficiency through adjustment of main office work.
Furthermore, a Population Policy Team will be newly established under the Autonomous Administration Officer, and the Senior Welfare Team under the Welfare Policy Division will be renamed the Integrated Senior Care Team. The Fishing Village New Vitality TF under the Marine Affairs and Fisheries Division and the Public Architecture TF under the Urban Planning Division, both previously temporary teams, will be converted into permanent teams.
To improve the operational efficiency of lower-level administrative agencies, township-level organizations will be streamlined by merging the Resident Welfare Team and the Civil Affairs Team into a single Civil Affairs and Welfare Team.
This restructuring is scheduled to take effect on January 1, 2026, following the passage of the partial amendment ordinance for the establishment of Yangyang County's administrative organization by the county council in November.
Lee Sanggil, the county’s Autonomous Administration Officer, stated, "Through this administrative organization restructuring, we will proactively respond to national challenges such as population decline and strengthen pragmatic, resident-centered administrative services. By efficiently reorganizing the organization and personnel, we will revitalize the organizational culture to create new growth drivers for county administration."
