In the Year of Byeong-o, Gimpo City is expected to see a series of tangible changes aimed at improving the quality of life for its citizens. Mobile services for civil consultation and administrative processing will be expanded, and educational initiatives will be strengthened, ranging from diversified and distinctive childcare to the enhancement of global and career competencies. Support for everyday cultural activities will be increased, and both veterans' and welfare allowances will be raised. Support for elderly housing and healthcare services in the northern region will also be expanded.

On December 29, Gimpo City announced major projects by sector regarding the systems and policies that will change starting this year.


From January 1 next year, Gimpo City will implement 24/7, 365-day mobile civil service response, officially launching the civil consultation chatbot service 'Gimpo Talk.' Local tax consultations and refund applications will also become available via mobile platforms. Forty-eight elementary schools in the city will be designated as child protection zones, and environmental safety management standards for children's activity spaces will be strengthened.


The Special Education Development Zone project, which received great praise from citizens this year, will be further expanded and deepened next year. One additional music-specialized childcare center will be established, and two youth cultural centers in Tongjin and Sau will undergo environmental improvements and program expansion. The elementary English camp, which recorded high satisfaction, will increase the number of participants by region, and autonomous public high schools will shift support from facilities to educational programs. Enhanced cooperation with Yonsei University will further expand high-quality education and provide specialized mentoring to strengthen students' major exploration capabilities. The criteria for the child care support program will be relaxed to include households with incomes up to 250% of the median income, and the Comprehensive Childcare Support Center will open in the northern region, following expansions in the central and southern regions, to be operated by area. Free education will be provided for children aged four and five, and the Nuri Curriculum will be additionally supported for children aged three to five.


Starting next year, the integrated cultural voucher (Culture Nuri Card) support for basic livelihood recipients and those in the second-lowest income bracket aged six and above will be increased to 150,000 won per year, and the Youth Culture and Arts Pass will expand its eligibility from age 19 to 20. The Gimpo Deokpojin History and Culture Experience Center, located in Sinan-ri, Daegot-myeon, will open, and new sports facilities such as the Pungmu Sports and Culture Center and Gochon Singok Soccer Field will also open. Eight new barefoot walking trails and the Godani Flower Road walking path will be created, along with new waterfront rest areas at Gyeyangcheon and Seoramcheon, and a ribbon-shaped green park within Unyang-dong Ecological Park.


From January next year, the honorary allowance for veterans will be increased from 600,000 won to 720,000 won (planned) per year, and the emergency welfare support amount will be raised to 783,000 won per person. The medical care support obligation system will be abolished after 26 years, and the criteria for selecting recipients of the basic livelihood security benefit will be eased in line with next year's increase in the standard median income. From March next year, integrated support services for medical care, nursing, and care will be implemented. A one-on-one group day program for individuals with severe developmental disabilities will be introduced, and from February next year, the scale of the Hyo Dream Meal project for seniors will be expanded.


From January next year, the housing benefit will be increased to 300,000 won per person, and a passive remodeling support project will be implemented to subsidize green remodeling costs for single-family and multi-family homes over 10 years old. An air conditioner installation support program for apartment security offices will also be launched.


From January next year, the Northern Health Center will offer HbA1c tests and malaria diagnostic tests. From March, the Gochon-eup Health Branch will be renamed the 'Gochon-eup Healthy Living Support Center' and will provide customized nutrition management, education, and physical activity enhancement programs. From April, 12-year-old male adolescents will be eligible for HPV vaccination support, and from October, influenza vaccinations for adolescents will be available up to age 14. From July, households with persons with disabilities and those with two or more children whose income is at or below 100% of the median income will be eligible for diaper and formula support.


From December 30 this year, multi-family and multi-unit housing, as well as officetels, will be included in the requirement to install containers for household waste. In response to the direct landfill ban taking effect in 2026, private sector processing of household waste will be implemented. From January next year, a mobile neutering service for outdoor dogs will be provided for transportation-vulnerable populations.
