Chairman Kim Yuntaek of Hamyang County Council Strongly Criticizes Alleged Illegal Construction at Yongpyeong Public Parking Lot

"A Serious Issue Undermining Administrative Trust,
All Possible Measures Including Administrative Audit and Investigation Will Be Considered"

Amid growing controversy over alleged illegal activities surrounding the construction of the Yongpyeong Public Parking Lot in Hamyang County, Gyeongnam-specifically, that subsequent construction is being pushed forward without completion of the demolition work-Chairman Kim Yuntaek of Hamyang County Council has raised strong concerns.


In a phone interview with The Asia Business Daily on December 27, Chairman Kim stated, "If it is true that construction is continuing without the completion of administrative procedures, this is not merely an administrative oversight but a serious issue that could constitute a violation of the law." He added, "This poses a threat to both the safety of residents and the credibility of the administration."

Chairman Kim particularly addressed suspicions that additional construction and progress without design changes are taking place despite the lack of a completion inspection for the demolition work. He emphasized, "This is directly related to multiple laws, including the Building Act, the Local Contract Act, and the Industrial Safety and Health Act. If the county was aware of this and either condoned or pushed forward with the construction, it cannot avoid being held accountable."


He also expressed concern regarding on-site safety management. Chairman Kim pointed out, "There have been repeated reports that even basic safety rules, such as workers wearing protective gear, are not being followed at the construction site," adding, "If this leads to a serious accident, responsibility will inevitably fall on the administration and the contracting agency."


Chairman Kim Yuntaek made clear the role of the county council in this matter.


He stated, "The county council has a fundamental duty to provide checks and oversight over the executive branch. We will not only request the submission of relevant documents, but also consider all possible measures, including an administrative audit and investigation, if necessary."


He continued, "The public parking lot project is intended for the convenience of residents, not for administrative convenience or to fulfill campaign pledges at the expense of laws and procedures. The executive branch must immediately review the entire construction process, and if there are any illegal or irregular practices, halt the construction and provide a clear explanation."


In conclusion, Chairman Kim stated, "Restoring trust in the overall administration of Hamyang County is more important than ever in light of this controversy. Transparent and responsible actions must be taken to ensure that no doubts remain among the residents."


Meanwhile, Hamyang County has stated that there were unavoidable circumstances regarding on-site safety and construction progress for the Yongpyeong Public Parking Lot project. However, as the county has yet to provide a clear explanation regarding the completion of the demolition work and the lack of design change procedures, the controversy is expected to continue for the time being.
