"Supporting Stable Governance"
On December 28, the Presidential Security Service announced that it had conducted a comprehensive inspection to establish security protocols and ensure absolute safety ahead of returning to the Blue House. This inspection was carried out to preemptively eliminate potential threats that could arise from the full opening of the Blue House and to establish the highest-level security and protection system for the presidential office space.
From December 22 to 26, the Presidential Security Service, in collaboration with 13 related agencies, conducted safety inspections, security checks, CBR (chemical, biological, and radiological) preparedness assessments, hygiene inspections, fire safety checks, and hazardous materials detection at key buildings, facilities, and mountainous areas within the Blue House compound. Agencies participating in this comprehensive inspection included the National Intelligence Service, the Police Special Forces, the Capital Defense Command CBR Battalion, the Radio Management Office, the Government Complex Management Headquarters, the CBR Defense Command Special Task Force, the Seoul Fire and Disaster Headquarters, Jongno Fire Station, Central Waterworks Office, and the Capital Defense Command Engineering Battalion.
Since the decision to return to the Blue House, the Presidential Security Service has comprehensively analyzed human, physical, and geographical factors since July to identify potential safety threats and develop a comprehensive response plan. To prepare for contingencies such as unauthorized entry, surprise infiltration, and vehicle assaults, joint field training exercises (FTX) were conducted with military and police security support units. In addition, step-by-step facility safety diagnoses and detailed security activities were carried out in cooperation with government agencies and specialized institutions by function.
This comprehensive inspection was conducted jointly by personnel from the Presidential Security Service and specialized agencies in each field, increasing both efficiency and expertise. In particular, for the security inspection, personnel from the Presidential Security Service, the National Intelligence Service, the Radio Management Office, and the Government Complex Management Headquarters worked together to meticulously inspect for eavesdropping devices and hidden cameras, electronic devices, and ICT infrastructure, ensuring the highest standards were met.
Hwang Ingun, Chief of the Presidential Security Service, stated, "The Blue House is a space that symbolizes the people and the nation, so the highest level of safety and security must be ensured. As the agency responsible for overseeing security and protection inside and outside the Blue House, the Presidential Security Service will do its utmost to achieve 'absolute safety' through close cooperation with related agencies and to support the stable governance of the government of national sovereignty."
