Yangcheon District Launches Intensive Management to Reduce High Concentrations of Fine Dust

Seasonal Management Program Until March Next Year

Yangcheon District in Seoul (District Mayor Lee Kijae) will implement the '7th Seasonal Fine Dust Management Program' until March 31 next year, in response to the frequent occurrence of high concentrations of fine dust during the winter season.


The Seasonal Fine Dust Management Program is a policy that enforces stronger reduction measures than usual from December to March, when seasonal factors such as increased heating, stagnant air, and low precipitation cause concentrations of ultrafine dust to rise.

The district will operate a comprehensive fine dust control center to respond quickly in the event of emergency reduction measures or warnings, and will intensify management of major emission sources such as transportation, heating, and business sites.


In the transportation sector, the district will focus on cracking down on vehicle emissions and idling, and will inspect private vehicle inspection centers within the district to ensure that emission testing equipment is functioning properly and that inspection procedures are being followed. During this seasonal management period, the district will also pilot restrictions on the operation of its own grade 4 diesel vehicles.


In the heating sector, support will be provided for the distribution of eco-friendly home boilers to low-income households, and inspections will be conducted to ensure that winter heating temperature regulations are being observed in energy-intensive buildings.


To reduce fine dust emissions from business sites, the district will inspect 34 air pollutant-emitting facilities to check whether pollution control equipment is operating properly and whether emission standards are being met. For sites with high dust emissions such as demolition, excavation, and foundation work, inspections will be strengthened to ensure proper implementation of dust suppression measures and restrictions on the use of old construction machinery.


To reduce residents' exposure to fine dust, cleaning of major arterial and general roads will be intensified to at least twice a day, and on-site inspections will be conducted at 33 multi-use facilities, including subway stations and daycare centers, to check whether ventilation systems are operating and whether cleaning and natural ventilation are being carried out.


Lee Kijae, Mayor of Yangcheon District, stated, "In order to protect residents' health from the recurring high concentrations of fine dust every winter, it is important to proactively reduce emissions and minimize exposure. Through this seasonal management program, we will strengthen both the management of emission sources and resident participation, and do our best to create a clean and pleasant air environment."
