Hongcheon County Forms Customized Public-Private Partnership Agreement
On December 26, Hongcheon County in Gangwon Province signed a business agreement with the Hongcheon County Senior Welfare Center, Waflat Co., Ltd., and EveryAI Korea Co., Ltd. to promote the '2026 Residential Infrastructure-Linked Care Service Pilot Project AI Care Call'.

This business agreement was established after Hongcheon County was selected for the Ministry of Health and Welfare’s Residential Infrastructure-Linked Care Service Pilot Project in March and extended the project for one year through 2026. The agreement aims to provide seamless care services by introducing a specialized service that connects AI-based care technology, establishing a non-face-to-face care service system, and realizing community-centered care.
The AI Care Call service utilizes artificial intelligence voice conversation technology to provide regular check-ins, monitor living conditions, facilitate emotional exchanges, and quickly alert relevant agencies when abnormal signs are detected. It is designed to offer stable care even to those for whom in-person care is difficult.
Under this agreement, Hongcheon County will oversee the overall project and provide administrative support, while the Hongcheon County Social Welfare Council (Hongcheon County Senior Welfare Center Bukbang) will be responsible for identifying eligible recipients, managing service fees, and overall operations.
Waflat Co., Ltd., participating as the AI Care Call provider, is a senior care-focused subsidiary of global IT company NHN. The company has extensive experience in public care projects in the AI-based care and healthcare service sectors, and is particularly notable for providing daily check-in services through smartphone activity monitoring.
Additionally, EveryAI Korea Co., Ltd., which is also participating, is a specialized company that delivers innovative services in the public administration and welfare sectors based on advanced artificial intelligence (AI) analysis technology.
In particular, this project goes beyond simple check-ins by implementing 'personalized emotional care' tailored to the individual characteristics of seniors through data-driven precision analysis. This differentiated emotional care technology is expected to play a key role in elevating the level of AI-based care administration in local governments, distinguishing itself from conventional uniform care methods.
Through this agreement, all participating organizations have agreed to closely cooperate on the operation and technical support of the AI Care Call service, management of care recipients linked to residential infrastructure, and information sharing to improve the quality of care services.
An official from Hongcheon County stated, "This agreement is a collaborative model involving the local government, the senior welfare center, and AI-specialized companies, and will serve as an innovative example of proactive administration that strengthens both on-the-ground care and technological capabilities. We will continue to expand smart care services tailored to local needs in the future."
