Jeonnam Development Corporation Focuses on Reform, Achieves Sole Top Rank in Nationwide Local Public Enterprise Integrity Assessment

Jeonnam Development Corporation has received the highest rating, Grade 1, in the "2025 Comprehensive Integrity Assessment for Public Institutions" organized by the Anti-Corruption and Civil Rights Commission. The corporation ranked first among all local public enterprises nationwide.


This assessment was conducted for 721 public institutions across the country, including government agencies, local governments, and related public organizations.


The corporation achieved a perfect score in 8 out of 9 indicators in the integrity effort category, and was the sole recipient of Grade 1 in the integrity perception category, which is directly evaluated by external customers. This result marks a remarkable achievement, as the corporation had remained at the lowest Grade 5 in 2021, but has made a dramatic leap forward over four years based on a strong commitment to anti-corruption reform.


The corporation advanced from Grade 3 in 2022 to Grade 2 in both 2023 and 2024, and finally reached Grade 1 this year, becoming the only local public enterprise nationwide to achieve the highest grade.


The corporation has proactively identified corruption-prone risk factors and focused its administrative resources on establishing an effective internal control system.


In particular, as the first local public corporation, it introduced and operates a "Compliance Monitoring Committee" and an "In-house Real Estate Speculation Prevention System" to fundamentally block illegal acts by executives and employees. It also implemented the "Accompanying Lawyer" system, an anonymous proxy reporting system, to strengthen the protection of whistleblowers and public interest reporters.


In addition, the "Integrity in Your Arms" campaign, which expanded the scope of integrity education to external partners and established an AI integrity chatbot system in line with the government's AI policy, was recognized as an exemplary integrity initiative.


Jang Chungmo, President of Jeonnam Development Corporation, stated, "Achieving Grade 1 in the comprehensive integrity assessment is the result of all executives and employees sincerely dedicating themselves to fostering a culture of integrity in public service." He added, "We will continue to realize sustainable public value and do our utmost to ensure even fairer and more transparent business operations to repay the trust of the residents."
