The introduction of this service was pursued to address the issue of declining response rates to civil complaints, which had been caused by administrative calls being mistaken for spam or voice phishing, and to provide more reliable administrative services.
The Smart Lettering Service automatically displays the Goyang City Hall logo, the name of the calling department, and the phone number on the smartphone screen before the call is connected, whether the call is initiated by City Hall to a citizen or vice versa. This clearly indicates that the call is from City Hall, creating an environment where citizens can feel secure when receiving administrative calls.
After the call ends, links to city promotion content, major event information, and the city’s official social media and website are provided, allowing citizens to easily access a variety of municipal information. Even for missed calls, the administrative call notification screen is displayed, which is expected to reduce confusion with voice phishing or spam calls.
This service is available through the 'Visible ARS Service Sharing App' for Android smartphones, while iPhone users can receive missed call notifications via Kakao AlimTalk.
A city official stated, "We expect the introduction of the Smart Lettering Service to improve civil complaint response rates," adding, "We will continue to expand citizen-centered smart administrative services in the future."
