Gyeongsan City (Mayor Cho Hyunil) announced on December 23 that it had signed a "Goeun District Rural Space Improvement Project Commissioned Management Agreement" with the Gyeongsan-Cheongdo Branch of Korea Rural Community Corporation (Branch Manager Kwon Ikhyeon), officially launching the project.
According to the agreement signed on this day, Gyeongsan City will be responsible for establishing the master plan and compensation for the Goeun District Rural Space Improvement Project, while the Gyeongsan-Cheongdo Branch of Korea Rural Community Corporation will be entrusted with facility demolition and the regeneration project construction.
In April 2024, Gyeongsan City was selected for the Rural Space Improvement Project contest conducted by the Ministry of Agriculture, Food and Rural Affairs, and will invest a total project budget of 24 billion won, including 11.7 billion won in national and provincial funding, by 2028.
Through this project, the city plans to renovate six odor-causing facilities, including a food waste treatment plant and a poultry farm located in Goeun-ri, Yongseong-myeon. In addition, it will establish a resident support center, a multipurpose plaza, and community rest areas, which are expected to resolve chronic odor-related inconveniences, improve the living conditions for local residents, and contribute to the advancement of the rural residential environment.
In particular, despite difficulties in securing a budget for land compensation, Gyeongsan City, through close cooperation with National Assembly member Cho Jiyeon, city and provincial council members, and the collective efforts of local residents, succeeded in securing an additional 2.5 billion won in national and provincial funding for 2025, enabling the early purchase of part of the project site.
Furthermore, Gyeongsan City will sign a rural agreement with the Ministry of Agriculture, Food and Rural Affairs in May 2025, investing a total of 29.9 billion won (including 20.6 billion won in national funding) over five years until 2029 in rural areas. This will expand essential services such as culture and welfare, which are relatively lacking compared to urban areas, across all eight towns and townships in the city, thereby promoting balanced regional development and sustainable rural growth.
Mayor Cho Hyunil of Gyeongsan City stated, "Today's agreement ceremony marks an important starting point for a new leap forward in our rural areas," and added, "The Goeun District Rural Space Improvement Project is a long-awaited initiative to resolve the odor issues that residents of Yongseong, Jain, and Namsan-myeon have endured for many years. We will spare no administrative support and work closely with the Korea Rural Community Corporation to ensure the project's successful implementation."
