From Planning to Citizen Experience: Comprehensive Diagnosis of the Entire Policy Cycle
Nam District, Daegu Achieves Top Score of 90 Points; Ten Local Governments Selected for Excellence
The Korea National Policy Research Institute (President Cho Jongseong), which researches and proposes alternatives for national and local policy innovation, jointly announced the "2025 Daegu-Gyeongbuk Top 10 Excellent Policies" with AI design specialist company JM Robotics, presenting a new evaluation model for regional administration.
This evaluation did not simply view policies as administrative outcomes but conducted a comprehensive diagnosis of the entire policy cycle, from planning and execution to results, communication, and sustainability.
In particular, AI-based data analysis and visualization techniques were introduced to scientifically measure how citizens perceive and experience these policies.
◆ Policy Completion Assessed by Five Key Indicators... Enhanced Objectivity Through AI Analysis
The evaluation criteria were based on a total score of 100 points.
Specifically, the indicators included: ▲ Validity of pledges and policy planning (25 points), ▲ Execution and management capacity (25 points), ▲ Policy outcomes and citizen experience (20 points), ▲ Information disclosure and communication level (15 points), and ▲ Policy consistency and sustainability (15 points), with all scores combined.
The Korea National Policy Research Institute led the design of the evaluation system, qualitative assessment, and final verification, while JM Robotics used AI to analyze policy data and assess citizen experience and policy delivery.
The results of the AI analysis served as supplementary reference indicators for areas such as "acceptability" and "comprehensibility" of policies, which are often overlooked by humans. The final decisions were confirmed through a rigorous review by an expert policy evaluation panel.
◆ Nam District, Daegu Ranks First for "Community Policy"... Ten Local Governments Selected for Excellence
According to the final evaluation, Nam District in Daegu received the highest score of 90 points for its "Community Recovery and Population Influx Comprehensive Policy Based on Resident Participation."
Nam District addressed the issue of population decline not through short-term cash support but by strengthening the local community as a fundamental strategy, earning consistently high and balanced evaluations across all areas.
Next, Gumi City was recognized for excellence in citizen-participatory pledge management and urban infrastructure advancement projects, while North Gyeongsang Province was selected for its institutionalization of administrative innovation and sustainability in organizational management.
Innovative policies tailored to the characteristics of each region were also widely recognized.
Pohang City demonstrated the convenience of digital administration through its "Taboso" public app, an integrated administration and transportation platform closely connected to citizens' daily lives. Daegu City had two policies selected: a youth self-reliance support package and a comprehensive social safety net project for vulnerable groups, highlighting achievements in the welfare sector.
Additionally, Dalseo District led future generation investment with policies focused on youth growth and participation, while Gimcheon City established a foundation for overcoming regional crises through a comprehensive plan to address demographic changes in response to local extinction.
Andong City received positive evaluations for revitalizing the local economy through small business and traditional market activation projects based on a local circular economy. Seongju County joined the Top 10 by presenting a new model for multicultural coexistence through integrated policies supporting the settlement of foreign residents and regional mutual prosperity.

◆ "Proving Policy Value Through Changes in Lives, Beyond Numbers"
Cho Jongseong, President of the Korea National Policy Research Institute, stated, "While previous evaluations were often limited to internal administrative indicators such as budget execution rates, this evaluation introduced AI analysis techniques to confirm how policies are actually delivered to and experienced by citizens."
He added, "Policies should be evaluated not by numbers but by the changes they bring to people's lives, and I hope this selection will serve as an opportunity to raise the qualitative level of regional policies."
The Korea National Policy Research Institute plans to publish a casebook of the excellent policies selected this time and actively utilize them as a standard model for policy design by central and local governments, as well as for the implementation of national funding projects.
