On December 24, Chuncheon City in Gangwon Province signed a project implementation agreement with Korea Land and Housing Corporation (LH) to expedite the construction of roads outside the Dawon district as part of the Dawon District Urban Development Project being carried out by LH.

This project involves constructing a road approximately 900 meters long, stretching from 159-10 San, Geodu-ri, Dongnae-myeon (near Korea Land Information Corporation) to 482-1 Sinchon-ri, near Dongnae Elementary School. The total project cost is about 32 billion won, with LH covering both compensation and construction costs amounting to 32 billion won, while Chuncheon City will serve as the project agent.


This section constitutes the portion of Urban Planning Road Jungno 1-58 for which LH is responsible, covering 900 meters out of the total 1.5 kilometers. The city aims to open the entire section simultaneously by linking it with the 600-meter section it is promoting. This is a key infrastructure project designed to preemptively address traffic congestion expected from the opening of the new Gangwon Special Self-Governing Province Government Complex in 2029 and to improve accessibility to the Dawon district and surrounding areas.


Originally, LH was to directly implement the 900-meter section, but concerns were raised that it might not be completed in time for the opening of the new government complex due to the consultation process with Gangwon Province and internal circumstances. To minimize inconvenience for residents and to accelerate the expansion of transportation infrastructure, Chuncheon City proposed an agency arrangement to LH, which, after discussions, led to the signing of this agreement.


This agreement is considered an exceptional case in which a local government acts as an agent for a large-scale urban development project initiated by LH. It is being seen as evidence of Chuncheon City's proactive commitment to resolving traffic issues associated with the opening of the new government complex.


Following the agreement, the city plans to sign an agency agreement with Chuncheon Urban Corporation, finalize urban planning facility decisions, and conduct detailed design services next year, with construction scheduled to begin in March 2027. For the city's own 500-meter section, which connects to the LH-funded section, the city also plans to secure the budget, complete compensation, and carry out construction promptly so that both sections can open simultaneously, focusing all administrative resources on this goal.


A city official stated, "This road is a key project not only for realizing urban planning but also for preemptively alleviating traffic congestion that may arise when the new government complex opens. We will concentrate all administrative capabilities to ensure the entire 1.4-kilometer road, including both the LH agency section and the city's own section, opens without delay."
