Dalseong County Recognized as City of Integrity, Achieves Grade 1 in Comprehensive Integrity Assessment?Only Basic Local Government in Daegu-Gyeongbuk to Do So

Daegu Dalseong County (Governor Choi Jaehoon) has been officially recognized as a “city of integrity” after being the only basic local government in the Daegu-Gyeongbuk region to receive the highest rating of Grade 1 in the “2025 Comprehensive Integrity Assessment of Public Institutions” announced by the Anti-Corruption and Civil Rights Commission.


The Comprehensive Integrity Assessment by the Anti-Corruption and Civil Rights Commission is calculated by combining the results of a survey on “perceived integrity” among civil petitioners and internal public officials who have experience with public institutions, an evaluation of the institution’s “anti-corruption efforts,” and a “corruption status assessment,” which deducts points for actual corruption cases.

In this year’s assessment, Dalseong County achieved a comprehensive integrity score of 84.3 points, which is 6.1 points higher than the national average of 78.2 points among 218 basic local governments, marking an overwhelming success. Notably, this is the first time in 11 years since 2014 that Dalseong County has received the top rating of Grade 1, making the achievement even more significant as it is the result of continuous efforts to improve integrity, having maintained Grade 2 for the past two consecutive years.


This accomplishment is attributed to the practical effectiveness of various integrity initiatives promoted by all public officials under the leadership of the county governor. Dalseong County has fostered a culture of integrity throughout the organization by implementing a relay campaign for integrity, requiring all employees to sign an integrity pledge, and conducting anti-corruption and integrity concert-style training sessions.


Additionally, the county has continued to receive high marks by holding “integrity roundtable meetings to prevent abuse of power,” and conducting “mock training for reporting corrupt acts” to respond quickly to corruption situations, thereby implementing effective, field-oriented anti-corruption policies.


Choi Jaehoon, Governor of Dalseong County, stated, “Achieving Grade 1 in the comprehensive integrity assessment is a collective accomplishment created by the efforts of public officials and the active cooperation of county residents. As research shows that higher integrity leads to greater happiness among residents, we will continue to lead a culture of integrity and build a transparent administration that residents can trust.”
