Eight Outstanding Proactive Administration Cases Selected
Grand Prize Awarded for "Attracting AI Campus in Northern Gyeonggi"
Goyang Special City in Gyeonggi Province (Mayor Lee Donghwan) announced on December 24 that it held an award ceremony on the 23rd to select and honor outstanding proactive public officials and excellent employees of public institutions who achieved high citizen satisfaction and excellent proactive administrative performance.

The city holds a competition for outstanding proactive administrative cases twice a year, in the first and second halves, to select excellent public officials who have promoted proactive administration to enhance citizen happiness. This year, the competition expanded the scope of proactive administration to include not only public officials but also excellent cases from affiliated public institutions.
A total of 38 cases (34 from public officials and 4 from public institutions) were submitted to this competition. Of these, 11 cases (9 from public officials and 2 from public institutions) advanced to the finals through a preliminary review.
For the public officials category, an advance online public vote (10%) was conducted through the "Sotong24" website’s citizen review corner from December 5 to 11. The final six outstanding cases were selected by combining the results of the final presentation review (90%) and the online vote. For the public institution category, two outstanding cases were selected through a 100% final presentation review.
The grand prize in the public officials category was awarded to Kim Byungjoo, Team Leader, and Kim Mooseop, Officer, from the Policy Planning Division, for attracting the first AI Campus and SW Future Center in northern Gyeonggi Province, establishing the Creative Innovation Campus as a citizen-oriented AI education hub, and enhancing Goyang Special City’s future competitiveness through proactive administration leading the era of AI transformation.
The top excellence award went to: ▲ Tak Heungsoo, Team Leader, and Seo Heeseon, Officer, from the Deogyang-gu Citizen Service Division, who defended public property by personally handling a lawsuit against claims of "ancestral land" and winning all the way to the Supreme Court; ▲ Jeong Sukran, Team Leader, and Lee Saetbyeol, Officer, from the Property Management Division, who established detailed standards for the administrative procedures of free transfer of public facilities, thereby building an administrative foundation to smoothly secure municipal property when creating new public facilities.
The excellence award was given to: ▲ Lee Kyunghee, Team Leader, and Seo Kyunga, Officer, from the Administrative Support Division, who prevented major industrial accidents by creating a safe work environment with on-site work protection vehicles (tow-type sign cars) for maintenance workers on Jayu-ro; ▲ Lee Changhyeong, Team Leader, and Park Byeonggeon, Officer, from the Architectural Policy Division, who promoted amendments to related laws to prevent legal confusion due to unclear interim payment standards in the sale process of buildings and to protect buyers; ▲ Kang Incheol, Team Leader, and Park Junsu, Deputy Team Leader, from the Agricultural Technology Center’s Agricultural Distribution Division, who dramatically improved the operation of the city-run animal protection center, significantly increasing the adoption rate of abandoned animals.
The top excellence award in the public institution category was awarded to: ▲ Yoo Suchan, Manager, and Yoon Seongcheol, Manager, from the Goyang International Exhibition Foundation, who improved the park landscape by replacing steel fences with eco-friendly barriers during the flower expo and achieved budget savings through tree donations and recycling; ▲ Park Eunhee, Team Leader, and Baek Kyungmin, Senior Officer, from the Goyang Industry Promotion Agency, who successfully promoted the Goyang Smart City Living Lab project by proactively identifying urban issues with citizens and supporting the growth of small and medium-sized enterprises.
The outstanding proactive public officials selected in this competition will receive preferential treatment in personnel evaluations, such as extra credit for achievements, as well as monetary rewards. Excellent employees of public institutions will be awarded a certificate of commendation from the Mayor of Goyang.
An official from Goyang Special City stated, "These outstanding cases of proactive administration are the result of on-site concerns and execution," adding, "We will continue to support the spread of a proactive administrative culture that citizens can truly feel throughout the entire organization."
