Revised Proposals Announced at Completion Report Meeting for the 3rd Phase High-Rise Restriction Relaxation Plan

Seongnam City in Gyeonggi Province (Mayor Seong Sangjin) held a completion report meeting for the "3rd Phase High-Rise Restriction Relaxation Plan Foundation Project" in the City Hall's first conference room on the 23rd. At the meeting, the city decided to submit an additional request to the Ministry of National Defense for further relaxation of height restrictions based on the revised and supplemented relaxation plans.

This meeting was organized to share the results of the third research project, which was carried out to address the inconvenience experienced by residents due to building height restrictions near Seoul Airport (in Sujeong-gu), and to discuss the future direction for implementing reasonable height restriction relaxation plans based on aeronautical reviews.


The meeting was attended by Seong Sangjin, Mayor of Seongnam City, members of the Seongnam City Council, heads of relevant departments, and representatives from the "Seongnam City Pan-Citizen Countermeasures Committee for Complete Resolution of Height Restrictions." Song Byeongheum, the lead researcher from the Korean Society for Aeronautical Operations, which conducted the research, explained the main outcomes, supplementary and revised plans, and future directions for relaxing height restrictions.


Seongnam City has faced structural limitations in redevelopment, reconstruction, and regional revitalization of the old downtown area due to building height restrictions imposed under the "Act on the Protection of Military Bases and Military Installations," making high-density development difficult.


In response, Seongnam City launched the research project in September 2023, developed five potential relaxation plans, and proactively proposed them to the Ministry of National Defense and other relevant military agencies in June of this year. Of these, two proposals-removal of the "lowest ground level" standard from the Enforcement Decree of the Act on the Protection of Military Bases and Military Installations, and revision of the flight safety zone notification due to changes in the runway angle at Seoul Airport-were accepted. However, the remaining three proposals were rejected by the Ministry of National Defense in September of the same year.


Based on the Ministry of National Defense's reasons for non-acceptance, Seongnam City conducted technical reviews and prepared three revised proposals: relaxation of height restrictions within the circling approach area, relaxation of height restrictions due to non-operation of circling approach procedures, and establishment and application of special circling approach procedures. The city plans to finalize the relaxation plan by incorporating feedback from the completion report meeting and submit an additional request for further relaxation to the Ministry of National Defense next month.


Mayor Seong Sangjin stated, "Although we have achieved some results through this research, additional relaxation measures are essential to fundamentally resolve the height restriction issue through the easing of building height limits. We will continue to consult with the Ministry of National Defense, the Air Force, and other relevant agencies to protect citizens' property rights and restore the city's competitiveness."


Meanwhile, Seongnam City's third research and advisory project on height restriction relaxation plans is scheduled to be finalized in January next year.
