Integrity Perception Exceeds National Average... Consensus Among Residents Expands
Haenam County in South Jeolla Province announced on December 23 that it achieved the highest grade, Level 1, in the "2025 Comprehensive Integrity Evaluation of Public Institutions" conducted by the Anti-Corruption and Civil Rights Commission. This is the first time Haenam County has received a Level 1 rating in the comprehensive integrity evaluation since the assessment of public institutions began in 2002.

The Anti-Corruption and Civil Rights Commission annually evaluates 721 organizations, including central government agencies, local governments, and public institutions. The comprehensive integrity score is calculated by combining the results of integrity initiatives, the perceived integrity based on surveys of civil petitioners, and deductions for misconduct or corruption by public officials.
Haenam County, in particular, recorded results significantly above the national average in a random survey of external petitioners, indicating that a broad consensus on clean governance has spread among residents.
The county attributed these results to practical measures such as the implementation of a one-strike-out policy for violations of the Improper Solicitation and Graft Act, and the operation of the "Integrity Page," which provides information on how to report corruption among subsidy recipients.
Additionally, Haenam County has continued to promote integrity messages through holiday integrity campaigns, integrity boom-up movements, and integrity pledges by all public officials. The county has also carried out participatory integrity education programs, such as the Integrity Golden Bell, Integrity Live Concert, and Integrity Musical, fostering integrity initiatives that involve both residents and public officials.
A county official stated, "Achieving Level 1 is a result not only of the efforts of public officials but also of all residents who have supported and participated in clean administration. We will continue our efforts to ensure that integrity is firmly established throughout all administrative operations."
