The comprehensive integrity evaluation consists of two parts: a perception score, which assesses the level of integrity as experienced by the public and public officials through surveys, and an effort score, which evaluates the institution's anti-corruption initiatives.
In this year's evaluation, the province identified integrity as a direct factor influencing trust in provincial administration. Thanks to intensive organizational improvement efforts carried out over the past year, Gangwon Province's effort score improved from grade 4 last year to grade 3 this year.
The province designated this year as the starting point for a leap in integrity, going beyond simple system operation to focus on organizational culture innovation and strengthening integrity leadership among senior officials, thereby enhancing the effectiveness of integrity policies.
Governor Kim Jin-tae led the establishment of an anti-corruption and integrity policy task force, emphasizing that integrity should not be limited to refraining from accepting money or entertainment, but should also include passive administration as a form of corruption. The province also reviewed integrity policies and improvement tasks by department and established a framework for implementing these policies.
Such integrity policies included the introduction of a voluntary transfer system for department heads and the expansion of a system that maintains a pool of external experts to ensure fairness in art grant programs.
Additionally, Gangwon Province became the first in the country to introduce a personal integrity mileage performance system, allowing public officials who work with integrity and diligence to receive preferential treatment in personnel decisions. Customized training programs were also provided for senior officials to enhance their awareness and leadership in integrity.
Going forward, the province plans to establish a sustainable integrity system and solidify a culture of integrity through policy, aiming to bring about tangible changes. To achieve this, Gangwon Province will focus on reflecting the voices of residents and internal staff in its policies and increasing the sense of integrity through various measures, such as the "Gangwon Safe Lawyer" and "Integrity Feedback (QR)" initiatives.
Governor Kim Jin-tae stated, "We have designated this year as the starting point for a leap in integrity and are taking a proactive approach, recognizing that everything we do is connected to integrity. Moving forward, we will work to firmly establish and further strengthen our integrity system so that residents can truly experience integrity in action."
