On December 23, Boseong County in South Jeolla Province reaffirmed its status as a leading institution in integrity nationwide by achieving the highest grade, Grade 1, for four consecutive years in the "2025 Comprehensive Integrity Evaluation of Public Institutions" conducted by the Anti-Corruption and Civil Rights Commission.


This year's evaluation covered 709 public institutions across the country, and Boseong County is the only local government in Korea to achieve Grade 1 for four consecutive years.

According to the results of the Anti-Corruption and Civil Rights Commission’s Comprehensive Integrity Evaluation, Boseong County received a score of 81.7 for perceived integrity and 94.9 for integrity efforts, maintaining its undisputed Grade 1 status for four consecutive years.


Boseong County’s overall integrity score was 86.2 points, which is 8 points higher than the national average of 78.2 points among the 218 basic local governments, demonstrating its top-tier standing in Korea.


Notably, in the integrity efforts category, Boseong County achieved perfect scores in all four evaluation items: establishing and implementing anti-corruption plans, enhancing the effectiveness of integrity education, addressing corruption risk factors, and building anti-corruption systems. This result is attributed to the strong anti-corruption commitment of the county leadership and the focused, systematic improvements in areas vulnerable to corruption.


In the perceived integrity category, which is evaluated by residents, civil petitioners, and staff who use administrative services, the score rose by 1.5 points from the previous year to 81.7. In the integrity efforts category, which assesses the effectiveness of integrity policies, the score increased by 3.5 points from the previous year to 94.9, showing meaningful improvement in both policy outcomes and public perception.


Throughout 2025, Boseong County has continuously promoted on-site integrity initiatives, including public officials’ integrity pledges and oaths, the operation of the Integrity Happy Call program, various integrity education programs and concerts, the creation of QR codes to enhance access to anonymous external reporting, and the operation of the Integrity Citizen Auditor system. These efforts have helped spread a culture of integrity throughout the organization.


Boseong County stated, “Achieving Grade 1 in the Comprehensive Integrity Evaluation for four consecutive years is a miracle created by Boseong County’s public officials, who have made integrity their highest value and put it into practice with one heart, together with residents who have trusted and supported the county government.” The county added, “We will continue to open a future worthy of Boseong through transparent and responsible administration that earns the trust of our residents.”


Meanwhile, Boseong County’s overall integrity grade was Grade 4 in 2018. After the launch of the 7th popularly elected administration, the county achieved Grade 3 in 2019, Grade 2 in 2020, and Grade 2 in 2021 (ranked first in South Jeolla Province). Under the 8th popularly elected administration, the county achieved Grade 1 for four consecutive years in 2022, 2023, 2024, and 2025.


Additionally, in December 2025, Boseong County was selected as the top institution in the “2025 County-Level Anti-Corruption Policy Evaluation” conducted by South Jeolla Province, further solidifying its reputation for integrity-driven administration both domestically and internationally.
