Digital Applications Reach 6.5 Times the Quota
High Participation Despite Early Stage
The 'Lifelong Education Voucher Program' operated by the Daegu Happiness Promotion Institute (Chairman Bae Ki-chul) is being recognized for its stable establishment in the Daegu region. The number of applicants reached approximately 1.65 times the expected figure, and the number of vouchers issued was about 0.93 times the anticipated amount.
This program is a national lifelong education voucher initiative implemented by local governments starting this year, with the Daegu Happiness Promotion Institute in charge of execution.
With the goal of making Daegu a city where every citizen is guaranteed the opportunity to learn, the Daegu Happiness Promotion Institute established a stable operational system and focused on improving user experience. To achieve this, it built a cooperative framework with district and county offices to provide balanced learning opportunities across all areas, registering 135 educational institutions and distributing them evenly by district and county.
Additionally, to minimize confusion at the start of the program, the institute conducted promotional activities using various media such as banners, public transportation, radio, and news reports. It also operated both central and Daegu call centers to support citizens with card issuance, usage guidance, and information on participating institutions. Furthermore, it promoted usage through text notifications, learning consultations, and user authentication events.
As of December 23, 2025, a total of 7,963 people had applied for the '2025 Lifelong Education Voucher Program,' and 4,824 recipients were selected through the first and second rounds of recruitment. This number is about 1.6 times the recruitment quota.
There was an excess of applications in all categories-general, senior, disabled, and digital. In particular, applications for the digital voucher reached about 6.5 times the available slots, reflecting high interest. This increase in demand is attributed to the ability to freely use registered institutions nationwide.
Meanwhile, the issuance rate stood at 92.7%, and the actual usage rate was 78.3%, demonstrating that the Lifelong Education Voucher Program is being stably established in the Daegu region.
Bae Ki-chul, Chairman of the Daegu Happiness Promotion Institute, stated, "Despite being in the early stages of implementation, citizen participation in the Lifelong Education Voucher Program has been very high. Moving forward, we will continue to expand citizens' access to learning and strengthen the foundation so that Daegu can establish itself as a leading lifelong learning city."
