Cabinet Reviews and Approves Organizational Amendments for 31 Ministries on December 23
Ministry of the Interior and Safety: "Supporting Organizations and Personnel Needed for Achieving National Policy Results"

Starting January 2, next year, the Ministry of Strategy and Finance will be split into two new entities: the Ministry of Finance and Economy and the Ministry of Planning and Budget. From October 2 of the same year, prosecutorial reform will be fully implemented, with the separation of the prosecution's indictment and investigative powers. To support the implementation of these national policy tasks and achieve tangible results, the government plans to significantly increase the organizations and personnel of each ministry.


The Ministry of the Interior and Safety announced on December 23 that it had reviewed and approved amendments to the organizational structure of 31 ministries during a Cabinet meeting. The ministry also plans to revise the organizational structures of an additional 22 ministries within this month.


This restructuring is a follow-up to the comprehensive government reorganization, involving the redesign of all subordinate organizations within each ministry and the expansion of personnel through ad hoc organizational amendments. The aim is to actively support organizational restructuring by adjusting functions and agencies, as well as strengthening or reallocating personnel, so that each ministry can implement national policy tasks quickly and systematically.


The Ministry of the Interior and Safety explained that it will proactively increase staffing in key public-facing areas that significantly improve the quality of life, such as safety and welfare, as well as in future growth industries that drive economic development, including artificial intelligence (AI), energy, and biohealth. To promote core initiatives such as boosting housing supply and enhancing the safety of overseas nationals, dedicated organizations like the Housing Supply Promotion Headquarters (Ministry of Land, Infrastructure and Transport), Overseas Safety Planning Office (Ministry of Foreign Affairs), and Integrated Care Support Office (Ministry of Health and Welfare) will be newly established. A total of 2,550 personnel will be added to support innovation-driven economy, balanced growth, national integration, and pragmatic diplomacy.


On the other hand, in areas where functions have declined, the government plans to operate personnel more efficiently by reallocating staff as needed. Accordingly, the 'Integrated Utilization Staffing System,' which required each ministry to reduce a fixed percentage (1% of grade 5 and below) of civil servant positions annually and reassign those positions as needed, will be abolished. Instead, the government will swiftly reinforce personnel where necessary. Going forward, ministries will no longer uniformly reduce staff; instead, staffing will be allocated based on cross-ministerial organizational assessments that consider actual decreases in work demand and the emergence of new administrative needs.


Minister of the Interior and Safety, Yun Ho-jung, stated, "Until now, we have focused on reflecting the new government's governing philosophy through government reorganization and ad hoc organizational amendments, as well as establishing the systems and foundations needed to support the implementation of national policy tasks." He added, "Next year, we will manage government organizations in a systematic and pragmatic manner to produce tangible results that the public can feel, and will actively support necessary organizations and personnel in key areas."
