This award is given based on a comprehensive evaluation of the policy planning capabilities, legislative effectiveness, and efforts to resolve local issues by local councils. Chairman Seungil Jeon was honored with the award for three consecutive years in recognition of his resident-oriented policy initiatives and tangible legislative achievements.

In particular, Chairman Jeon has also received the 'Legislative Policy Grand Prize' hosted by Law Journal for four consecutive years, earning recognition for both his policy expertise and continuity in legislative activities.

Chairman Jeon has focused on proposing policies and enacting or revising ordinances to address local issues, as well as advancing welfare, economic, and safety policies directly impacting residents' lives. These efforts have led to consecutive awards from external professional evaluation organizations each year.

Chairman Seungil Jeon stated, "These consecutive awards are not just a personal achievement but the result of legislative activities that have translated the voices of Seo-gu residents into policy. I will continue to earn the trust of residents by pursuing effective policies and responsible legislative work."
