Inchangcheon was originally a natural stream running through the center of Guri City. However, as the area underwent urbanization and was developed into residential and commercial zones, the stream was covered with concrete structures in 1993. Currently, the upper part of the stream is used as a parking lot, while the lower part serves as a combined sewer for rainwater and wastewater. As a result, habitats for plants and animals have significantly decreased, leaving the stream in a highly vulnerable, ecologically degraded state.

The "Inchangcheon Ecological Stream Restoration Project" aims to restore the ecological functions of Inchangcheon, which have been diminished due to water pollution and environmental damage. The project seeks to create an ecological space where the city, the stream, and living organisms coexist harmoniously, with the ultimate goal of restoring a healthy river and aquatic ecosystem. The total project budget is 47.5 billion won, with 85% of the funding secured from provincial funds and the Hangang River Basin Management Fund. The construction period is set for three years, with completion targeted for 2028.

Guri City expects that the Inchangcheon Ecological Stream Restoration Project will not only contribute to improving the urban environment and water quality of the stream, but also create a waterfront space where many citizens can comfortably relax. This is anticipated to greatly enhance the quality of life for residents and foster a sense of pride among local communities.

In addition, the city plans to link the project with ongoing urban regeneration initiatives aimed at improving outdated facilities around Inchangcheon and revitalizing local commercial districts, thereby driving local economic growth and regional development.

Mayor Baek Kyunghyun stated, "Thanks to our continuous efforts, we were able to hold the groundbreaking ceremony for the Inchangcheon Ecological Stream Restoration Project. I am very pleased that today's ceremony brings us one step closer to providing citizens with a healthy urban stream where life thrives." He added, "We will do our utmost to ensure Inchangcheon becomes a local landmark and a key infrastructure close to the central commercial district of Guri City by thoroughly managing the construction and pushing the project forward with our best efforts."
