Nation's First Systematic Management of Underground Installations on Public Property Receives High Praise
Daejeon City, which received high praise for being the first in the nation to systematically manage underground installations on public property, was awarded the Minister of the Interior and Safety's Institutional Commendation in the "Best Practices Competition" category at the "2025 Outstanding Local Governments in Public Property Awards Ceremony" hosted by the Ministry of the Interior and Safety.
The Outstanding Public Property Best Practices Competition is a national event that selects exemplary institutions that have achieved remarkable results in strengthening local finances through the efficient management and strategic utilization of public property.
With its exceptional efforts and work innovation in the field of public property, Daejeon City has earned the honor of receiving an institutional commendation for six consecutive years, following the Presidential Institutional Commendation in 2020.
At this competition, Daejeon City presented its case titled "Challenge to Achieve Zero Unauthorized Occupancy with Clear Scan for Hidden Underground Installations."
Until now, underground installations had been a blind spot in the imposition of public property usage fees due to reasons such as national security facilities. Through a systematic investigation of oil pipelines, the city contributed to securing tax revenue and protecting public assets by transparently imposing usage fees on previously unseen underground spaces.
Additionally, by integrating AI aerial imagery into public property surveys, Daejeon City established a scientific asset management system to detect illegal activities such as unauthorized occupancy and changes in usage.
The judges gave high marks for Daejeon City's efforts to solve problems, the ripple effect, and the potential for expansion to other local governments, recognizing it as the nation's first case of a scientific approach to the systematic management of underground installations in public property and in a field that had not been attempted before.
Jeon Jaehyun, Director of Administration and Autonomy at Daejeon City, said, "We are delighted that our efforts for systematic management of public property have been recognized with this award," and added, "We will continue to do our best to lead the creation of new value through proactive public property work."
